About The Position

The Local and Tribal Health Liaison serves as the primary point of contact between the Public Health Emergency Preparedness (PHEP) program and local and tribal health jurisdictions across Montana by providing timely, accurate, and coordinated communication on behalf of the PHEP team. This position leads the development, dissemination, and evaluation of annual and local tribal deliverables; offers technical assistance by answering jurisdiction questions directly or coordinating responses with subject matter experts; and ensures partners receive clear guidance to support preparedness planning, training, and grant requirements. The Liaison works closely with emergency preparedness staff to strengthen collaboration, support jurisdictional needs, and enhance statewide readiness through outreach, communication, and participation in preparedness meetings, workshops, exercises, and other activities as assigned. The Public Health and Safety Division (PHSD) leads public health efforts in Montana and provides state-level coordination of key public health services to local and tribal public health agencies. The Division serves a diverse group of customers and stakeholders while working to promote healthy lifestyles and protect the health of Montanans. The PHSD is committed to serving all customers and stakeholders with excellence and is a nationally accredited state health department through the Public Health Accreditation Board (PHAB). The milestone accomplishment is official recognition that the PHSD meets or exceeds the rigorous national standards established by PHAB.

Requirements

  • Bachelor’s degree in public health, emergency management, public administration, homeland security, or related field
  • Two years of job-related experience in health data systems or health education.
  • Incident Command System (ICS) 100 or 200 Certifications
  • Knowledge of strategic planning, resource allocation, coordination of people, engaging stakeholder, and quality improvement
  • Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Knowledge in disaster planning and Incident Command System (ICS) principles.
  • Excellent written and oral communication skills including public speaking.
  • Ability to facilitate groups and lead teams toward organization goals.
  • Ability to research and develop training and material and program content.
  • Ability and analyze and interpret data and provide solutions.
  • Ability to operate a personal computer and general office equipment as necessary to complete the essential functions including work processing, database, e-mail, internet, and other computer programs.

Nice To Haves

  • 1 year experience working in public health at a local or tribal level is preferred, but not required
