About The Position

The Oregon Liquor and Cannabis Commission (OLCC) is excited to post an opening for a Liquor Licensing Manager (Licensing and Permitting Manager 1) to manage the Commission’s Liquor Licensing team and participate in strategic and tactical planning for general policy direction and coherence within the division. The OLCC oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies. The agency is comprised of three major operational programs: the Distilled spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

Requirements

  • Five years of lead work, supervision, or progressively related experience; OR Two years of related experience and a bachelor’s degree in a related field.

  • Experience managing large numbers of staff in remote environments within a government agency or similar environment.
  • Experience researching and interpreting complex rules and laws and applying to operational situations and decisions.
  • Experience establishing performance standards for managed staff and implementing systems to measure performance.
  • Experience in establishing and implementing progressive discipline within union guidelines/standards.
  • Experience in teambuilding, change management & employee engagement, particularly in a remote environment.
  • Experience communicating complex information to both internal and external parties of various levels of understanding in a clear and concise manner.
  • Ability to execute directions and decisions to ensure program alignment within a larger agency or corporation.

Responsibilities

  • Direct and manage the Commission's liquor licensing specialists statewide in a manner that is consistent with the goals and mission of the agency.
  • Review, plan and organize liquor licensing specialists’ workloads, taking into consideration work priorities, performance standards, work equity, and responsive service.
  • Prepare budget requests for assigned programs by projecting needed resources and monitors and provides justification for inclusion in budget requests.
  • Evaluate liquor licensing specialists’ work product and work practices against current agency policies, standards and processes for timeliness, completeness, clarity, technical accuracy and proper analysis and conclusions of facts, laws and applicable case precedent.
  • Develop, implement and oversee processes for reviewing license investigations files and supporting documentation to ensure consistent and accurate decisions are being made.
  • Grant licenses as delegated by agency policy, prepare and approve recommendations on non-delegated license decisions for review and decision and make and approve recommendations for actions taken by the Commissioners
  • Analyze, evaluate and interpret state law pertaining to liquor regulation, and recommend changes and/or additions to administrative rules, policies, processes and procedures.
  • Regular and reliable attendance is an essential function of this position and is required to meet the demands of this job.
