About The Position

The LIHEAP Residential Construction Coordinator Position plans, schedules, budgets, directs, and coordinates activities concerned with the construction of Residential Construction program projects in the AVCP region. Participates in the conceptual development of a construction project and oversees its organization, scheduling, implementation, and close-out. This position is based in Bethel.

Requirements

  • Strong project management skills.
  • Thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region.
  • Strong written, oral, organizational, and analytical skills.
  • High school diploma.
  • 2 years field construction, management or administrative experience.
  • Must provide the required knowledge, skills and abilities for the position and demonstrate aptitude for growth in the position.

Responsibilities

  • Enforce project contract provisions.
  • Perform home assessments for LIHEAP residential construction program projects.
  • Develop scope of work for individual homes and counsel homeowners on anticipated scope.
  • Formulate LIHEAP reports concerning daily and weekly work progress, costs, and scheduling.
  • Interpret and explain plans and contract terms to LIHEAP administrative staff, workers, and clients.
  • Work with LIHEAP superintendents, foremen, and/or lead carpenter to plan, organize and direct activities concerning construction projects.
  • Compile LIHEAP project records and reports upon completion in accordance with established program procedures, regulations, and statutes (e.g., Davis - Bacon Certified payrolls).
  • Establish LIHEAP project objectives, policies, procedures, and performance standards within boundaries of company policy and contract specifications.
  • Confer with supervisors and foremen to discuss work procedures, complaints, and construction problems.
  • Initiate and maintain liaison with owners and other contacts to facilitate LIHEAP project activities.
  • Monitor and control project through administrative direction of on-site superintendent/foremen to ensure project is completed on schedule and within budget.
  • Investigate potentially serious situations and implement corrective measures.
  • Work with contract administrator to manage financial aspects of contracts to protect company’s interest and simultaneously maintain good relationship with the community.
  • Requisition supplies and materials to complete project.
  • Work with LIHEAP Superintendents/lead carpenter and Director to assign workers to construction sites to work on specified projects.
  • Travel extensively throughout the region via small aircraft, boat, snow machine, or truck to conduct site visits of projects ranging from a couple days to weeks.
  • Perform/prepare electronic travel requests and reports with AVCP’s 3rd party travel vendor.
  • Supervise and collaborate with LIHEAP Construction Superintendents/Foremen/Lead Carpenter; encourage open two-way communication with staff to enhance job satisfaction and overall morale.
  • Develop and maintain a culturally sensitive work environment.
  • Ensure staff has the tools and training required to effectively do their jobs.
  • Monitor and implement all phases of the construction to ensure planning, design, ROW acquisition, Environmental, proper policies and procedures are in place and suited to meet project and community needs.
  • Update existing departmental policies and create new ones to improve project management procedure standardization and to enhance systemized processes.
  • Compile, review, and approve construction employee’s timesheets and submit them to payroll.
  • Conduct performance evaluations of LIHEAP Lead Carpenters as required.
  • Other duties as assigned.
