About The Position

The Licensing Specialist is responsible for the centralized administration, research, and coordination of Moss’s professional and business licenses across multiple jurisdictions. This role ensures our Construction and Energy divisions maintain the necessary credentials to operate legally and effectively.

Requirements

  • Bachelor’s degree in Business Administration, Legal Studies, Construction Management, or a related field.
  • At least 2+ years combined related experience in regulatory/compliance, business administration, and/or project coordination.
  • Experience building cross-functional partnerships across the organization
  • Detail-oriented with strong organizational and time management abilities
  • Proficient in all Microsoft Office applications.
  • Good comfort level with integrating multiple applications to streamline operations through technology solutions
  • Excellent analytical and problem-solving skills

  • Bachelor's Degree in Regulatory Affairs, Human Resources, Business Management, or related fields, preferred

Responsibilities

  • Act as a centralized knowledge hub: researching jurisdictional requirements and coordinating the registration and renewal processes
  • Research business and professional licensing requirements for new geographic areas, new scopes of work, or jurisdictions where Moss has not performed work within the last two years
  • Coordinate with external resources (e.g., CSC, governmental agencies, and specialized consultants) to identify specific registration requirements and local enforcement standards
  • Act as the primary coordinator for the Preconstruction and Energy Business Optimization (EBO) committee to ensure licensing considerations are integrated into project estimates and bids
  • Identify and monitor continuing education (CE) for individual license holders to ensure no lapses in qualifying credentials
  • Maintain comprehensive enterprise records of all license holders, numbers, types (CGC, Electrical, etc.), jurisdictions, and expiration dates
  • Manage the renewal lifecycle, establishing automated milestones to ensure license holders complete required training and coursework
  • Tag and maintain licensing data within Workday, ensuring the system of record matches all physical and digital credentials
  • Perform frequent reviews of the CSC portal to address information requests, deficiency notices, or documentation requirements from state or local agencies
  • Evaluate license holders against upcoming project RFPs to identify available qualified license holders and inform Preconstruction of potential gaps
  • Support license planning by identifying the need for redundancies (back-up qualifiers) to prevent gaps caused by personnel changes or business expansion
  • Coordinate the filing of renewals through CSC prior to expiration, managing the collection of required data from Risk (insurance/bonding) and Legal (ownership structure)
