About The Position

AtkinsRéalis is seeking a remote Licensing Engineer Energy, based out of its Oak Ridge, Tennessee office. The role supports the fuel cycle business, which helps clients design, license, construct, and operate facilities regulated under 10 CFR Part 70, including conversion, deconversion, and fuel fabrication facilities handling special nuclear material. The work is growing as the domestic fuel supply chain expands to support advanced reactor deployment. The engineer prepares assigned sections of 10 CFR Part 70 license applications and the evaluations supporting them, working within the regulatory approach and assumptions set by senior licensing staff. Assigned topics may include radiation protection, waste management, emergency preparedness, decommissioning, environmental protection, and management measures. The role coordinates with engineering disciplines, clients, and other contractors to gather design, process, and operational inputs; documents assumptions when inputs are still evolving; and develops toward independent ownership of application content. The position also reviews interfacing application content for consistency and completeness, identifies gaps and open items, records licensing commitments and maintains their traceability, and connects assigned content to applicable NRC requirements and guidance. It supports responses to NRC requests for additional information and prepares licensing presentations and supporting material. The engineer works to assigned schedules and raises issues that could affect delivery, under the instruction and direction of senior licensing staff. A bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical discipline and three years of relevant nuclear industry experience are required. A master's degree, relevant licensing experience, fuel cycle knowledge, and other listed qualifications are desirable or preferred. Candidates must be U.S. citizens and eligible to work under 10 CFR Part 810 without specific authorization.

Requirements

  • Experience working with designers and engineers to develop safety analysis or licensing basis documentation.
  • Demonstrated understanding of 10 CFR and associated regulatory and industry guidance.
  • Working knowledge of the licensing framework for facilities possessing and using special nuclear material, including 10 CFR Part 70.
  • Ability to prepare licensing documentation from conceptual and evolving design information using documented assumptions.
  • Strong technical writing skills, with attention to accuracy, consistency, and traceability.
  • Ability to work effectively with engineering disciplines and other contractors to obtain necessary inputs.

  • Experience with facilities licensed under 10 CFR Part 70 or comparable NRC licensing processes.
  • Familiarity with the integrated safety analysis process, items relied on for safety, and management measures.
  • Experience with fuel fabrication, conversion, deconversion, enrichment, or other fuel cycle operations.
  • Familiarity with material control and accountability under 10 CFR Part 74, physical protection under 10 CFR Part 73, or transportation under 10 CFR Part 71.
