About The Position

The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies. The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

Requirements

  • Seven years of supervision, management, or progressively related experience; OR Four years of related experience and a bachelor’s degree in a related field.

Nice To Haves

  • General knowledge of alcohol regulatory statutes and administrative rules, both on a statewide and federal level.
  • Prior experience managing teams, ability to set goals, organize work, and direct team members in remote and hybrid settings.
  • Demonstrated experience leading through organizational or regulatory changes and acting as a change leader for both internal and external stakeholders.
  • Prior experience researching and interpreting complex legal statutes and administrative rules pertaining to a governmental agency’s authority and applying those to actions taken to ensure legal compliance.
  • Experience working with community partners, governmental agencies, and business associations who may have differing goals.
  • Ability to develop standard work procedures and evaluate their efficacy on a statewide level.

Responsibilities

  • Plan, organize, coordinate, direct, record, budget, and evaluate for improvement of work done by the Liquor License Services Division.
  • Develop, implement, and manage the Liquor License Services Division budget and assists the Public Safety Director in managing the Public Safety budgets.
  • Develop and publish statewide division standard operating procedures and user guides in accordance with Program goals and objectives, agency mission and values, statutes, rules, and direction from the Commission.
  • Assure that all licensing processes and actions are fair, consistent, and legally sustainable in accordance with the liquor laws and rules and the Administrative Procedures Act.
  • Supervise the Liquor License Managers, technicians, compliance specialists and administrative assistants.
  • Perform personnel management functions including staffing, job descriptions, discipline, commendation, training, and affirmative action for the Liquor License Services division.
  • Provide training and consultation in technical areas, interpersonal relationships, and communication.
  • Regular and reliable attendance is an essential function of this position and is required to meet the demands of this job.
