About The Position

The Oregon Department of Transportation Driver & Motor Vehicle (DMV) Services Division is seeking a License & ID Issuance Policy Analyst to join their Program Services Section / License & ID Issuance Program in Salem. This role involves developing policy, legislative concepts, and procedures, as well as interpreting and applying laws, rules, intent, and risk analysis for programs such as Real ID, Proof of Lawful Status, Motor Voter, Driver License Security, Cancellations, Driver License/ID Fraud, and Residency/Domicile requirements. The analyst will provide interpretation and direction on complex cases and determine engagement strategies with partners to expand program efforts and education. The department aims to provide a safe and reliable multimodal transportation system that connects people and helps Oregon's communities and economy thrive, encouraging applications from all backgrounds and abilities.

Requirements

  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
  • OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
  • Experience with Real ID, Proof of Lawful Status, Motor Voter, Driver License Security, Cancellations, Driver License/ID Fraud, Residency/Domicile requirements.
  • Ability to interpret and apply laws, rules, and program intent.
  • Experience conducting risk analysis.
  • Ability to provide interpretation and direction on complex cases.
  • Experience determining engagement strategies with partners.
  • Experience developing policy, legislative concepts, and procedures.
  • Experience writing policy option papers.
  • Experience developing program guidelines and identifying improvement areas.
  • Experience developing content for public internet using plain language.
  • Experience identifying and reporting system issues impacting compliance.
  • Experience explaining requirements to business systems analysts and external system developers.
  • Experience developing methodology to monitor systems for compliance.
  • Experience reviewing systems for output compliance.
  • Experience conducting research and review to make final determinations regarding driving privileges.
  • Experience responding to inquiries concerning assigned programs.
  • Experience researching, analyzing, and interpreting guidelines for intent and risk mitigation.
  • Must fill out the US Department of Homeland Security’s I-9 form confirming ability to work in the US.
  • Will be represented by the Service Employees International Union (SEIU).

Responsibilities

  • Conduct accurate policy analysis and research, identifying innovative approaches to new and existing programs, guidelines, and operations.
  • Write policy option papers by evaluating different sources, interpreting and clarifying information for the DMV management team.
  • Develop program guidelines, policies, and procedures, identifying gaps and improvement areas.
  • Develop content for the public internet using plain language guidelines.
  • Identify and report system issues impacting compliance, explain requirements to business systems analysts and external system developers, and develop methodologies to monitor systems for compliance and review outputs.
  • Conduct research and review to make final determinations regarding individuals' driving privileges, based on supporting evidence and relevant details.
  • Respond to inquiries concerning assigned programs, including requests for statistical data or explanations of requirements, by researching, analyzing, and interpreting guidelines for intent and risk mitigation.
