About The Position

The Employment Standards Division’s Professional Licensing Bureau is seeking a detail-oriented License Examiner 2 to help protect consumers and ensure qualified professionals can enter and serve in their chosen fields. You’ll join a collaborative, customer-focused team that values accountability, continuous improvement, and professional growth. In this role, you will review licensing applications for accuracy and completeness while applying Montana laws and rules. Your work directly supports professionals as they build careers and businesses and protects consumers who rely on these licensed services. The License Examiner 2 supports the Professional Licensing Bureau by reviewing professional license applications and other supported application types to evaluate applicant qualifications and compliance with applicable statutes and rules. This position reviews documentation, communicates with applicants, issues licenses for qualified individuals, and maintains accurate licensing records. You will research and respond to technical and regulatory questions while working closely with internal teams to support multiple licensing programs. This customer-focused role helps provide timely, accurate, and professional service to applicants, licensees, and the public.

Requirements

Demonstrate experience reviewing applications, records, documents, or other detailed information to determine completeness, accuracy, eligibility, or compliance with established requirements.
Experience interpreting and applying laws, rules, policies, procedures, contracts, technical standards, or program requirements to individual situations.
Strong written and verbal communication skills, including experience explaining processes, requirements, or decisions clearly and respectfully to customers or other diverse audiences.
Demonstrate the ability to organize and prioritize multiple assignments, maintain accurate records, meet deadlines, and pay close attention to detail.
Experience using Microsoft Outlook, Word, Excel, electronic databases, web-based systems, or other software to manage information and complete work.
Ability to work independently, use sound judgment, resolve routine and complex issues, and collaborate effectively with team members and stakeholders.
Regulatory analysis and application: Read, understand, interpret, and apply statutes, administrative rules, policies, and licensing requirements to complex, incomplete, or changing information.
Clear customer communication: Explain licensing requirements, decisions, and next steps accurately and clearly by phone, email, Microsoft Teams, and in person.
Independent problem-solving: Take initiative to identify questions, locate reliable information, analyze conflicting facts, exercise sound judgment, and resolve issues with minimal supervision.
Technology and database proficiency: Use computers, Microsoft Office applications, websites, electronic records, and databases to complete work accurately and efficiently; experience with licensing or case-management databases is preferred.
Organization and attention to detail: Manage correspondence, documents, calls, voicemail, email, and database work from multiple sources while meeting deadlines and maintaining accurate records.
Adaptability and continuous improvement: Adjust effectively to changes in technology, programs, workflows, and organizational priorities; learn new processes quickly and contribute ideas that improve service and operations.
Customer service mindset: Provide patient, courteous, respectful, and solutions-oriented service when working with applicants, licensees, colleagues, stakeholders, and the public.

Nice To Haves

A degree in public administration, business, communications, legal studies, or a related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above.
Equivalent combinations of education and directly related experience will be considered.

Responsibilities

Review license applications: Review, confirm, and approve application materials, including legal documents, certifications, and other records needed to determine whether applicants meet licensing requirements.
Verify applicant qualifications: Evaluate applicant information against applicable statutes, rules, policies, and licensing standards to ensure qualifications are complete, accurate, and consistently applied.
Guide applicants through processes: Communicate directly with applicants to explain requirements, request missing information, and help ensure applications can be processed efficiently.
Issue professional licenses: Process and issue licenses for individuals who meet applicable qualifications and requirements.
Research regulatory questions: Research, analyze, and respond to complex questions involving licensing laws, administrative rules, policies, and procedures.
Provide training and guidance: Train and support staff and members of the public on licensing requirements, inspection-related information, regulations, and program processes.
Support program improvements: Participate in the development and refinement of procedures, policies, rules, and workflows that improve consistency, efficiency, and customer service.
Maintain accurate licensing records: Enter, update, and manage information in licensing databases while protecting data integrity and ensuring records are complete and accurate.
