About The Position

The MSU Libraries Director of Finance maintains oversight and management of the Libraries large and complex budget that involves funding sources such as general fund, revolving, endowment, and grant funds with a budget of roughly $55 million annually. The Director of Finance also directs and provides oversight of all Libraries’ fiscal activities. The Director of Finance reports to the Dean of Libraries and serves as the division head for the Libraries Business Office, which includes budget, finance, and mailroom operations. The Director of Finance serves as a member of the Libraries Executive Council, which is the senior leadership team of the MSU Libraries. The Libraries Executive Council also includes the Dean of Libraries, 5 Associate Deans, the Libraries Director of Human Resources & Faculty Affairs, and the Libraries Director of Development. The Libraries Executive Council collaboratively advances the strategic directions and resource management activities of the MSU Libraries.

Requirements

• Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Finance, or Accounting.
• More than eight years of related and progressively more responsible or expansive work experience in education, government, or industry.
• Experience in planning, finance, budgeting processes, and budget development/analysis.
• Experience with audit/financial compliance standards.
• Knowledge of economics, business administration, and quantitative methods, including statistics using computer analytical models and systems analysis.
• An equivalent combination of education and experience.

Nice To Haves

• MBA or Master’s in Finance is highly preferred.
• Experience in Enterprise Business Systems, Kuali Financial System, Kuali Research Administration System, SAP, Business Intelligence and Microsoft Power Business Intelligence.
• Strong knowledge of MSU policies, including MSU’s Manual of Business Procedures.
• Ability to align financial operations with the long-term strategic directions of the Libraries and University.
• Experience participating in audit and other compliance and risk-management activities.

Responsibilities

• Directs all financial operations for the MSU Libraries, managing a budget of roughly $55 million annually across more than 240 accounts and five organization codes.
• Plans, directs, and manages the Libraries’ budget planning process, including reviewing and compiling resource requirements from approximately 35 departments, prioritizing requests with the Libraries Executive Council, and inputting annual budgets into Spartan Financial Navigator.
• Serves as the division head for the Libraries Business Office, overseeing budget, finance, and mailroom operations.
• Engages in strategic planning for the MSU Libraries as it relates to the Libraries budget and directs/coordinates with fiscal officers.
• Provides guidance on budget and finance matters to Libraries staff and stakeholders.
• Acts as a liaison with the Office of Financial Planning and Budget, Office of the Controller, and other University units.
• Directs and provides oversight of administrative functions, including the management authorization of expenditures and personnel transactions.
• Oversees the preparation of fiscal reports for internal and external reporting.
• Ensures proper stewardship of Libraries and university resources in accordance with MSU’s Manual of Business Procedures.
• Manages asset management.
• Serves as lead contact for compliance audits and required secondary audit reviews of financial transactions.
• Serves in tandem with the Dean of Libraries as Departmental Security Contact.
• Reviews departmental policies regarding access to sensitive data to ensure compliance with university regulations.
• As a member of the Libraries Executive Council, collaborates to develop organization goals, objectives, policies, and procedures.
• Advises senior leadership and Development on fiscal liabilities associated with the acceptance of significant gifts.
• Serves as a representative for the Libraries in meetings with various stakeholders.
• Supervises and provides oversight of the Libraries Business Office Operations and Libraries Mailroom Operations, including managing 2 direct reports and 6 finance and operational staff.
• Performs all customary supervision functions, including hiring, training, establishing work schedules, time approvals, providing feedback, and conducting performance reviews.
• Ensures that Business Office and Mailroom operations are serving the needs of the Libraries and implements operational changes as needed.
• Collaborates with campus partners to help develop a welcoming and inclusive environment.
