The Lending Analyst I will determine the eligibility of rental housing developments for loan and tax credit financing by evaluating land use, environmental issues, market criteria, and employing prudent loan underwriting techniques. The role also involves coordinating all phases of the Agency’s multifamily development review process, ensuring timeliness, completeness, and accuracy. This includes inputting, editing, and reviewing multi-tabbed underwriting spreadsheets in Excel. The analyst will serve as a liaison between PHFA’s multifamily divisions and rental housing developers, ensuring effective coordination and collaboration. This includes following up with developers to ensure compliance with Agency submission requirements and deadlines from application to project completion. A key aspect of the role is becoming knowledgeable in Section 42 of the Internal Revenue Code of 1986, as amended, and federal housing programs (including those administered by HUD and Rural Development), and staying updated on regulatory changes affecting the Treasury Department, HUD, and Rural Development. The analyst will originate correspondence related to assigned developments, maintain necessary records, prepare reports, and perform related activities such as data entry. This may involve preparing documents like Carryover Allocation Agreements, Subsidy Layering Reviews, and Indenture of Restrictive Covenants. The role requires interpreting PHFA rules and regulations for tax credit, federal, state, and local funding programs, and maintaining both computer and hard copy files for funded proposals. Maintaining a physical presence at the office on scheduled workdays is required for enhanced collaboration with Agency staff. The position may require periodic travel.
