About The Position

The Ministry of Primary and Preventative Health Services is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes, and maintaining fiscal responsibility. The Strategic Policy and Planning (SPP) branch is a corporate service branch responsible for managing the ministry’s legislation, regulation, and policy plan; providing policy advice, guidance and coordination; providing review, advice and approval on all Strategic Engagement Plans (SEPs); and legislative management services for the department. This includes advising divisions on the government decision-making process, document requirements, and deadlines; and providing support for drafting legislation, regulations, and ministerial orders. As a Legislative Analyst, you will help shape the Ministry’s legislative and regulatory framework by leading research, analysis, and stakeholder engagement activities that support policy and legislative priorities. You will provide strategic advice, coordinate legislative and regulatory reviews, contribute to cross-government initiatives, and support the development and implementation of solutions to complex policy issues. Requirements

  • University graduation in a related field (e.g: English, Political Science, Arts, Social Science, Law or other relevant field) plus 4 years progressively responsible experience or equivalent.
  • Directly related experience or education considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Nice To Haves

  • Experience conducting legislative research, analysis, and/or coordination in support of policy or legislative processes
  • Experience planning, developing, reviewing, and/or implementing legislation
  • Experience making an amendment to an act or regulation, from initiation to implementation
  • Experience producing, reviewing, and contributing to elements of legislative approval packages or other briefing materials (ie: briefing notes, memos, Legislation Charts, speaking notes, Cabinet policy documents, bills, regulations, Orders in Council, and Ministerial Orders)
  • Experience drafting responses to legislative-related Action Requests (ARs), decision requests and/or briefing notes
  • Experience planning and leading policy projects, project management, and facilitating meetings with internal and external stakeholders
  • Experience providing technical legislative advice and guidance on legislation, policy, governance, or legislative projects to staff and department officials at all levels of understanding
  • Experience working with, and providing advice to, Cabinet, Executive Council, Legislative Counsel, or similar central government decision-making bodies
