About The Position

This announcement is intended to fill two positions within the unit. The Administrative Compliance Unit assists all business units within the Department on issues including contracts, MOUs, general legal issues, grants, operating procedures, PREA and ADA compliance, inmate discipline and grievances, and American Correctional Association (ACA) compliance. This position ensures that the Virginia Department of Corrections operates in full compliance with applicable federal and state laws, regulations, policies, and contractual obligations. The position provides legal and regulatory guidance related to contracts, Memoranda of Understanding (MOUs), privacy and data protection, correctional standards, and operational compliance. Position manages the Department’s Memorandum of Agreement with The Virgin Islands Bureau of Corrections and the state of Hawaii. Position provides assistance to and consultation with the Office of the Attorney General (OAG) and acts as the agency’s liaison with the OAG on contractual matters.

Requirements

  • Considerable knowledge of laws in the Commonwealth of Virginia pertaining to contracts.
  • Considerable attention to detail is required.
  • Skill in organizing information in a concise, logical and analytical manner.
  • Demonstrated ability to write concisely and to draft, review and edit legal documents, correspondence, and briefing papers.
  • Demonstrated ability to handle multiple priorities and deadlines and work effectively in a fast-paced environment.
  • Demonstrated ability to effectively balance risk and reward when negotiating business terms.
  • Demonstrated ability to present complex concepts in a succinct manner in front of large groups of stakeholders.
  • Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
  • Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Nice To Haves

  • Law degree and admission to practice law in Virginia.
  • Extensive demonstrated experience in negotiation and contracts.
  • Familiarity with Health Insurance Portability and Accountability Act (HIPAA), Virginia Information Technology Agency (VITA) SEC530, National Institute of Standards and Technology (NIST) 800-53, Virginia Code privacy requirements, and major federal privacy laws such as Family Educational Rights and Privacy Act (FERPA), and Gramm-Leach-Bliley Act (GLBA).
  • Certified Information Privacy Professional (CIPP/US, CIPP/G, or similar).
  • Knowledge or experience in information security, risk management, or security operations.
  • Knowledge of content management systems (CMS) and other data governance platforms.
  • Understanding of information governance systems and processes, especially as they relate to privacy governance and policy.
