About the Agency: The New York City Department of Housing Preservation Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. - We maintain building and resident safety and health. - We create opportunities for New Yorkers through housing affordability. - We engage New Yorkers to build and sustain neighborhood strength and diversity. ________________________________________ Your Team: The Office of Finance and Administration (OFA) leads the agency’s effort with the planning and management of the agency's resources and advises the Commissioner and senior team on how to improve efficiency and allocate funding to carry out HPD's mission. The financial segment of OFA is comprised of the Budget, Capital Planning, and Fiscal Affairs. These three divisions, work in conjunction to provide centralized support, consultation, and oversight on a broad range of financial issues for the entire agency. and Payroll Journal Voucher requests for the agency. Your Impact: The Central Admin. Director will play a pivotal role in overseeing the unit’s daily operations.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Manage a dedicated staff composed of three employees, fostering an environment of collaboration and accountability.
  • Monitor the work of the Central Admin. staff to ensure all Financial Management System (FMS) requests for Section 8 and Development Loan vendors are processed timely and efficiently.
  • Perform administrative duties for the Central Administration Unit.
  • Review and approve vendor registrations and manage over 11,000 Section 8 vendors Agency wide.
  • Review and approve Pre-Encumbrance documents for Senior Citizen Rent Increase Exempt (SCRIE) tax abatement program and Tenant Income Lease (TIL) Rent Differential Program.
  • Review and approve Journal Vouchers and Expense Adjustments, Department Redistribution Expense requests, Expense Adjustments Commodity requests, and Payroll Journal Voucher requests for the agency.
  • Perform all other applicable tasks assigned.
