The Leave Administrator Sr. is responsible for the administration, coordination, and compliance oversight of employee leave of absence programs and disability benefits within the Virginia Department of Social Services and the Office of Children’s Services (OCS). This role ensures adherence to Virginia Department of Human Resource Management (DHRM) policies, including the Virginia Sickness and Disability Program (VSDP), as well as federal regulations such as FMLA and ADA. The position serves as a subject matter expert on leave and disability programs, providing end-to-end case management, ensuring compliance, and supporting employees through medical and life events while maintaining workforce continuity. The Leave Administrator Sr. manages complex leave transactions in Cardinal, administers health and other benefits, coordinates Virginia Sickness and Disability Program (VSDP) claims with the third-party administrator (Alight), facilitates retirement processing with the Virginia Retirement System (VRS), and serves as liaison with the Department of Accounts (DOA) Payroll Services Bureau and other statewide partners. This lead role also functions as the agency’s Workers’ Compensation Coordinator and provides comprehensive benefits counseling, policy interpretation, and training to employees, supervisors, and HR staff. The position ensures compliance with federal and state regulations while supporting operational excellence, data integrity, and continuous process improvement across all benefits and leave programs.
