About The Position

The Department of Human Resources (DHR), Personnel Development and Training Branch, is seeking to fill a vacant Learning & Talent Development Specialist (Human Resources Specialist V) position. This position focuses on creating and shaping cultures of engagement, learning and serving, and developing skills, talent, competencies, and potential.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from an accredited four-year college or university with a bachelor’s degree.
  • Work experience may be substituted for a bachelor's degree on a year-for-year basis.
  • Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
  • Four (4) years of general work experience (does not need to be professional level experience) in human resources/ personnel management may substitute for a general bachelor's degree.
  • Three years of progressively responsible professional experience in employee training and/or career development programs for a large organization, which involved developing, evaluating, administering and/or facilitating training.
  • One year of which shall have been representative of work equivalent to a Human Resources Specialist (HRS) IV level.
  • Experience must have included the development of immediate and long-range training plans and programs to identify and meet the developmental needs of managers and employees; planning, developing, and conducting programs to address those needs; and evaluating such programs for effectiveness and continuous improvement, with the goal of supporting internal workforce and professional growth.
  • Experience at the HRS IV level must have included independently performing the full range and variety of assignments in the functional area.
  • Possession of an appropriate valid driver's license.

Responsibilities

  • Design and deliver training programs, including identification of training needs; ensuring alignment with the City’s goals, priorities, and learning outcomes.
  • Develop relevant curriculum, content, and pathways including e-learning.
  • Select appropriate facilitators and delivery methods.
  • Evaluate outcomes, feedback and effectiveness of the programs.
  • Prepare and maintain budget, records and reports.
  • Work with management and subject matter experts throughout the process.
  • Perform other related duties as required.
