About The Position

Aalis Management Consulting is seeking a Learning Management Support Specialist to assist a Federal Government agency that develops, implements, and enforces national standards for organic agricultural products. This role supports the maintenance of the Organic Integrity Learning Center (OILC) and assists with the review of stakeholder comments on proposed regulatory actions. The agency accredits and oversees certifying agents worldwide, supports certified operations and inspectors, and manages organic standards through federal rulemaking and policy development.

Requirements

  • Demonstrated knowledge of Federal, preferably regulatory, editorial, and style requirements.
  • Strong understanding of the federal notice-and-comment rulemaking process and the APA.
  • Experience with Learning Management Systems (LMS) and HTML/CSS editing.
  • Familiarity with Section 508 compliance and accessibility in digital materials.
  • Proven ability to analyze, summarize, and organize public comments on federal rules or notices.
  • Excellent writing, editing, and communication skills; ability to produce clear, accurate, and compliant materials.

Nice To Haves

  • Prior experience supporting USDA AMS or NOP programs.
  • Experience preparing rollout communications for new or updated regulations.
  • Familiarity with data visualization tools or eLearning platforms (e.g., Articulate 360, Adobe Captivate).

Responsibilities

  • Maintain, update, and troubleshoot HTML and CSS-based training modules within the Organic Integrity Learning Center (OILC).
  • Ensure web content accessibility and compliance with Section 508 requirements.
  • Support creation of educational materials including e-learning courses, slide decks, instructor guides, and multimedia assets.
  • Coordinate updates with program staff and ensure consistent style and branding.
  • Review and synthesize complex stakeholder comments on proposed rulemakings (e.g., inert ingredients, National List updates).
  • Categorize and summarize feedback for use in policy decision-making and final rule drafting.
  • Conduct document management and version control in accordance with Federal Register and Administrative Procedures Act (APA) requirements.
  • Develop and edit technical materials such as briefing memos, fact sheets, regulatory side-by-sides, and rollout plans.
  • Support strategic communication and outreach by preparing content for targeted stakeholder audiences.
  • Apply federal style and plain-language standards to all deliverables.
