About The Position

The City of Bellevue is seeking a dynamic and experienced Learning and Development Training Specialist to support the city's Human Resources objectives through the effective administration of training, development, performance management, and tuition reimbursement programs. This position manages administration, user support and configuration of core L&D systems including the Learning Management System (LMS) and Performance Management System. This role requires independent judgment to research and deliver citywide orientation and trainings, build job aids, oversee vendor contracts, and support cross-functional requests. Requirements

  • Bachelor’s degree in human resources, business administration, communications, psychology, or a related field.
  • Three or more years of experience in human resources, system administration, contract administration, learning and development, or related program work is required.
  • Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered where permitted by City policy.
  • Knowledge of human resources program and system administration.
  • Knowledge of applicable policies, contracts, plan requirements, and compliance obligations.
  • Knowledge of vendor, records, data, and transaction management.
  • Knowledge of training, communications, and customer support practices.
  • Skills in administering enterprise systems and specialized programs.
  • Skills in coordinating vendors, contracts, boards, and stakeholders.
  • Skills in troubleshooting processes and maintaining accurate records.
  • Skills in developing training, job aids, reports, and communications.
  • Abilities to apply complex requirements to individual cases.
  • Abilities to work independently and recognize issues requiring escalation.
  • Abilities to protect sensitive information and maintain data accuracy.
  • Abilities to manage multiple recurring deadlines and projects.

Responsibilities

  • Coordinates day-to-day administration of the Learning Management System (LMS), Performance Management System, and Tuition Reimbursement Program.
  • Maintains system configuration, permissions, records, content, data, and recurring updates and troubleshoots user or process issues.
  • Coordinates vendor contracts, invoices, payments, service requirements, and stakeholder communications.
  • Develops and delivers citywide orientation, trainings, job aids, training, program communications, and customer support for employees, managers, or participants.
  • Facilitates year-round performance management processes, back-end system set up and training.
  • Manages required training assignments to ensure compliance.
  • Processes and reviews program applications, enrollments, reimbursements, claims, or transactions for compliance with applicable requirements.
  • Coordinates meetings, agendas, materials, reports, audits, and board or committee activities associated with assigned programs.
  • Researches issues, recommends operational improvements, and participates in cross-functional projects and system initiatives.
  • Performs related work as required.
