About The Position

Mace is seeking an experienced Learning and Development Specialist to support a major technology-enabled transformation program for a confidential government organization. This multi-year program will help a large public-sector organization modernize its technology, processes, operating model, and workforce capability, with change spanning business functions, enterprise systems, operations, finance, customer channels, service providers, and partners. Working within an integrated transformation and change team, you will design, develop, deliver, and improve role-based learning for impacted stakeholder groups, translating process, system, role, and workforce changes into practical training materials, job aids, quick reference guides, and adoption support. This role suits a hands-on learning professional who can support the full learning lifecycle, from training needs analysis, content development, and training delivery through to feedback, updates, reinforcement, go-live, hypercare, and sustainment. The role may require working up to five days per week on site in a government organization office environment, engaging directly with client teams, users, and formal governance structures.

Requirements

  • Minimum 1 year of experience in learning and development, instructional design, systems training, transformation training, training delivery, or capability development.
  • Experience developing practical learning materials, including training decks, facilitator guides, learner guides, job aids, quick reference guides, FAQs, walkthroughs, knowledge articles, and refresher content.
  • Proven experience designing and developing eLearning and digital learning content, including interactive modules, simulations, knowledge checks, and role-based learning assets.
  • Proficiency in eLearning authoring tools such as Articulate 360, Storyline, Rise, Adobe Captivate, or equivalent, as well as learning management systems and collaboration platforms.
  • Ability to translate process, system, role, and workforce impacts into clear, role-based learning content and learning pathways.
  • Experience supporting training needs analysis, curriculum development, training delivery, post-training reinforcement, and classroom, virtual, hybrid, train-the-trainer, or hypercare learning sessions.
  • Strong stakeholder engagement and communication skills, with experience collaborating with SMEs, change teams, technology teams, business users, and client stakeholders in complex, multi-stakeholder environments.

Responsibilities

  • Support a healthy, inclusive, and psychologically safe learning environment for stakeholders navigating significant organizational and technology change.
  • Help reduce change fatigue and learner anxiety by creating clear, accessible, practical, and role-relevant learning materials.
  • Support inclusive learning practices that consider different user groups, learning needs, confidence levels, and working environments.
  • Help identify where users may need additional support, reinforcement, or refresher training to adopt new processes, systems, and ways of working safely and effectively.
  • Support the design, development, delivery, and continuous improvement of learning across a complex technology transformation program.
  • Contribute to training needs analysis by reviewing change impacts, process changes, role impacts, stakeholder feedback, and readiness information.
  • Help develop role-based learning pathways, training modules, facilitator guides, learner guides, job aids, quick reference guides, FAQs, walkthrough materials, knowledge articles, and other enablement content.
  • Support classroom, virtual, hybrid, train-the-trainer, drop-in, refresher, and hypercare learning activities as required.
  • Translate complex process, system, and role changes into clear, practical learning materials that users can understand and apply in their day-to-day work.
  • Work closely with the Training / Learning Senior Manager, Learning and Enablement Manager, change managers, communications specialists, business SMEs, process teams, technology partners, and client stakeholders to ensure learning is aligned to program milestones and user needs.
  • Support pilot training, learner feedback analysis, content updates, and continuous improvement so that materials remain current, relevant, and effective.
  • Help track training completion, learner confidence, knowledge gaps, feedback themes, and adoption risks, providing input into readiness and adoption reporting.
  • Support go-live, hypercare, and sustainment by updating learning materials, developing refresher content, supporting floor support activity, and helping users embed new ways of working.
  • Ensure learning materials are accurate, current, practical, and aligned to approved process, system, and role design decisions.
  • Raise risks early where training content, learner readiness, user confidence, material quality, or delivery timelines may affect adoption.
  • Ensure learner feedback, training issues, and content gaps are captured clearly and escalated appropriately.
  • Support evidence-based reporting by maintaining accurate inputs on training completion, learner confidence, feedback themes, and material readiness.
  • Handle program information, stakeholder feedback, and training materials responsibly and in line with confidentiality expectations.
  • Help users build the confidence, knowledge, and practical capability required to adopt new processes, systems, and ways of working.
  • Create reusable learning assets, templates, guides, and job aids that support long-term capability after program transition.
  • Support knowledge transfer to client teams so they can maintain, update, and reuse training materials after implementation.
  • Work collaboratively with change, communications, training, process, technology, and client teams to deliver an integrated learning experience.
  • Contribute to a supportive delivery environment where learning is practical, accessible, and focused on successful adoption.
