About The Position

The Lead Technical Control Facility (TCF) Specialist is responsible for operating and maintaining a robust and secure telecommunications environment in accordance with DISA Circular 310-70-1 and other applicable directives. The role supports voice and data connectivity for subscriber tenant commands, satellite communications (SATCOM), cryptographic operations, and transmitter site integration. The position also oversees local EKMS/KMI operations and COMSEC accountability. The ideal candidate will have at least 10 years of general communications experience, including a minimum of 2 years of specialized Technical Control Facility (TCF) experience within the last 4 years. This background ensures a deep understanding of communication systems, circuit management, and secure handling of cryptographic equipment in a high-availability operational environment.

Requirements

  • Must be a U.S. Citizen and have a Top-Secret clearance based on SSBI.
  • Solid understanding of network security principles, network infrastructure, and communication protocols.
  • Experience leading technical teams and implementing best practices.
  • Strong oral and written communication skills.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • At least 10 years of general communications experience.
  • A minimum of 2 years of specialized Technical Control Facility (TCF) experience within the last 4 years.

Nice To Haves

  • Certifications: Must meet IAT Level II requirements (Security+ CE, GSEC, SCNP, or SSCP) per DoD 8570.1M.
  • Bachelor’s degree in Computer Science, Electrical Engineering, or related technical field. Equivalent work experience may be considered.
  • 8 years of progressively responsible technical experience in electronics or a related field.
  • 4 years specialized experience (within last 6 years) maintaining or operating communications equipment such as: AN/GSC 52B, M/20 JUNIPER, RT2200, AN/WSC-3, DAMA, KIV-7M, KWR-4, CRYPTO equipment, Fiber Optic Systems
  • Or 2 years direct operational/maintenance experience in a military/commercial communications center.

Responsibilities

  • Operate and maintain all TCF equipment in accordance with DISA Circulars 310-70-1, 310-70-1-S1, and 310-130-2.
  • Ensure continuous voice/data connectivity by managing circuits/trunks, monitoring signal integrity, and responding to service interruptions.
  • Maintain logs of significant events IAW NTP-4 (Series) and submit reports as required.
  • Implement and document a Quality Control (QC) plan and submit monthly QC activity summaries.
  • Monitor and respond to local/remote alarm systems and correct site-related issues.
  • Conduct fault isolation and circuit restoration based on restoral priorities.
  • Maintain EKMS/KMI local element account and ensure compliance with EKMS/KMI-1 (Series) guidelines.
  • Manage cryptographic material, STE phones, and equipment for SATCOM and ONE-NET.
  • Report all EKMS/KMI violations within 2 hours of discovery to the Government EKMS/KMI Manager.
  • Ensure all crypto personnel are EKMS/KMI qualified within 90 days of assignment.
