Systems Engineer/Architect Secret

Parsons•Norfolk, VA

About The Position

Parsons is seeking a Lead Systems Engineering Architect to serve as a senior technical leader and subject matter expert in systems engineering and architecture on a high-visibility Navy program in Norfolk, Virginia. The role ensures engineering process compliance and standards across the project team, including the documentation, tracking, deconfliction, and verification of complex software system requirements; adherence to configuration management processes; completeness and accuracy of engineering documentation; and quality of engineering deliverables. The position bridges complex system architectures with heterogeneous software environments and uses Model-Based Systems Engineering (MBSE) to design, analyze, and validate system boundaries. The architect works alongside software and systems engineers and provides technical counsel to government and program stakeholders. The posting gives inconsistent clearance information: the opening requires an active TS/SCI clearance and U.S. citizenship, while a later clearance statement says an active Secret clearance is required.

Requirements

  • Bachelor’s degree.
  • Eight years of experience in software/systems engineering or technical architecture, including demonstrated experience leading systems engineering efforts for complex systems.
  • Ability to explain complex technical concepts clearly and concisely to technical and non-technical audiences.
  • Deep administrative knowledge of Red Hat Enterprise Linux (RHEL), Ubuntu, and Windows environments, with experience using WSL for enterprise cross-compilation or execution.
  • Direct experience containerizing software packages with Docker CE and managing deployments in Kubernetes production environments or local clusters such as K3s or Minikube.
  • Robust understanding of Interface Control Documents (ICDs), system boundaries, network protocols including TCP/IP and UDP, and API integration.
  • U.S. citizenship.
  • The posting states that an active TS/SCI clearance is required; a later security clearance statement specifies an active Secret clearance.

Nice To Haves

  • Master’s degree in Computer Science, Computer/Systems Engineering, or a related field.
  • Experience with Kafka federation.
  • Active industry systems engineering certifications, such as INCOSE ASEP/CSEP, or SysML modeling proficiency.
  • Experience implementing Infrastructure as Code (IaC) or scripting automation using Bash, PowerShell, or Python.
  • Prior exposure to DevSecOps pipeline automation tools such as GitLab CI, Jenkins, or GitHub Actions.
  • Experience supporting Navy programs, NAVWAR, NIWC Pacific, or NIWC Atlantic.

Responsibilities

  • Develop, maintain, and execute SysML behavioral, structural, and parametric models using MBSE methodologies as a single source of engineering truth.
  • Design and execute integration strategies for complex systems, including data flows and interface controls across Windows and Linux environments.
  • Configure Windows Subsystem for Linux (WSL) to run enterprise Ubuntu and RHEL workloads alongside Windows.
  • Architect, deploy, and manage localized and cluster-wide Docker CE and Kubernetes container configurations.
  • Map system requirements to model parameters and automate traceability to software implementation and validation matrices.
  • Provide technical counsel to the Lead Government Engineer and program business partners, aligning work with mission objectives.
  • Oversee system architecture, design documentation, technical specifications, and architectural diagrams.
  • Analyze user needs, define technical paths, and refine conceptual designs into detailed specifications.
  • Participate in PI planning and retrospectives and recommend workflow automation and process improvements.
  • Develop and execute the System Engineering Management Plan.
  • Represent the program at technical reviews, stakeholder engagements, and industry events.
  • Collaborate within the SAFe framework to groom and prioritize product backlogs and user stories.
  • Ensure requirements are documented, tracked, deconflicted, and verified; configuration processes are followed; and engineering deliverables meet quality standards.

Benefits

  • The company states that it invests in and cares about employee wellbeing and provides growth opportunities; no specific benefits are listed.
