About The Position

MITRE Technology and Engineering’s Systems Engineering Division delivers innovative, multidisciplinary systems engineering solutions that support MITRE and its diverse sponsor base. For this role, MITRE is seeking an accomplished, proactive individual capable of serving as a sponsor-facing work leader and strategic work shaper for MITRE’s work with government officials specifically focused on advancing the science of test and evaluation (T&E). This position supports the Office of the Undersecretary of War for Research & Engineering (OUSW(R&E)) Developmental Test, Evaluation, and Assessment (DTE&A) office. This position will develop new approaches to modernizing T&E that enable practical approaches to connect T&E activities to acquisition, technical, programmatic, and operational decisions.The candidate will work closely with key government stakeholders, cross-functional working groups, and partner organizations across OSW and Service Developmental and Operational organizations and industry to develop new policy and guidance, strategies, and frameworks for fast and iterative T&E. The candidate will work across mission engineering, systems engineering, and T&E disciplines to develop and pilot new tools and methodologies in collaboration with MITRE Technology and Engineering talent.

Requirements

  • Requires a technical degree in engineering, science, math, cybersecurity or related field and a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
  • Experience and knowledge of adaptive acquisition frameworks, Test and Evaluation Master Plans (TEMPs) or T&E strategy development, developmental or operational test, integrated test, and decision-support planning.
  • Familiarity with DoW policy and guidance, including the DoDI 5000.89 and associated specialized topic manuals.
  • Demonstrated ability to work in an interdisciplinary team environment, working with government stakeholders, cross-functional teams and working groups, and integrate contributions from a variety of resources (people, tools, organizations).
  • Strong critical thinking, analytic, and problem-solving skills – comfortable working in dynamic settings where task objectives may evolve or need to be shaped, or creative solutions to task impediments must be identified.
  • Excellent interpersonal and technical communication skills, with the ability to write technical reports, present briefings, and persuasively speak to audiences of all backgrounds, including executives or senior customers.
  • Ability to travel to sponsor sites at Pentagon and Mark Center bi-weekly.
  • Candidate must possess an active DoD Secret clearance, with the capability to be cleared at the Top Secret//SCI level.
  • U.S. Citizenship is required.

Responsibilities

  • Actively engage in new research, tool development, and methodological studies to identify new approaches to agile, iterative, and decision-focused T&E, including early campaigns of learning, continuous evaluation, integrated testing, and data reuse and management.
  • Provide objective, technical contributions engaging with senior government leaders and multi-organization working groups (including government, FFRDC/UARC, and industry stakeholders) in the development, revision, and coordination of T&E policy, guidance, and implementation products.
  • Coauthor policy language, guidebook content, decision-support frameworks, briefing materials, issue papers, and implementation recommendations.
  • Collaborate across multi-disciplinary fields, including developmental test, operational test, cyber, digital engineering, artificial intelligence, and modeling and simulation communities.
  • Translate emerging T&E best practices, digital engineering concepts, agile acquisition methods, data strategies, and modeling and simulation approaches into continuous evaluation techniques.
