•$111,200 - $150,400

About The Position

Ulteig is seeking a Lead Proposal Engineer within Enterprise Operational Services to lead the development of high-quality, client-focused technical proposals and project cost estimates. The role coordinates pursuit teams and proposal schedules from intake through final submission. It independently leads medium-complexity and multi-scope pursuits and leads highly complex pursuits with minimal to no oversight. Work combines proposal leadership, technical scope development, fee estimating, technical editing, and continuous improvement to ensure responses are compliant, compelling, technically aligned, and responsive to client needs. The position partners with internal teams and stakeholders to plan opportunities, interpret client and technical materials, develop proposal strategies and schedules, coordinate inputs and reviews, and deliver accurate submissions. It may provide coaching and process support to newer team members and lead limited-risk internal initiatives, but has no supervisory responsibilities. Ulteig describes itself as a purpose-driven engineering organization focused on critical infrastructure across Power, Renewables, Transportation, and Water. The company offers a flexible workplace and supports remote, hybrid, or in-office work, along with flexible scheduling. The target base compensation range is $111,200–$150,400; actual pay may depend on skills, education, training, location, relevant experience, and internal comparisons.

  • Demonstrated ability to independently lead concurrent proposals, coordinate cross-functional teams, manage milestone schedules, and influence without direct authority.
  • Ability to interpret technical specifications, drawings, scopes, client standards, and project requirements and identify related risks, assumptions, exclusions, and execution considerations.
  • Strong organizational, critical-thinking, problem-solving, and follow-through skills in a fast-paced, deadline-driven environment.
  • Comfort working through ambiguity, identifying information gaps, asking informed questions, and establishing a practical path forward.
  • Authorization to work permanently in the United States.

Nice To Haves

  • Demonstrated success applying automation, analytics, or AI-enabled workflows to improve quality, consistency, and efficiency.

Responsibilities

  • Participate in market, sales, and internal Proposal Team meetings to support opportunity planning, prioritization, coordination, and knowledge sharing.
  • Review RFPs, intake information, technical documents, and client-provided materials to identify compliance requirements, missing information, scope gaps, risks, assumptions, exclusions, subcontractor needs, and potential RFIs.
  • Lead proposal kickoff activities and establish proposal strategy, schedules, responsibilities, milestones, and required inputs.
  • Lead medium-complexity and multi-scope proposals independently, and lead highly complex proposals with minimal to no oversight.
  • Create proposal drafts that are approximately 85% complete and coordinate with technical pursuit teams to finalize scope, approach, schedule, fee, assumptions, and supporting content.
  • Prepare and maintain proposal development plans, assignments, communications, review schedules, and submission requirements.
  • Lead fee estimating and discipline-specific scope development when appropriate, coordinating technical assumptions, resource requirements, and pursuit-team inputs.
  • Lead technical editing reviews to improve accuracy, clarity, consistency, compliance, and alignment among proposal narrative, scope, and estimate.
  • Follow established proposal writing, editing, formatting, and brand standards, including approved templates, content libraries, and review practices.
  • Coordinate proposal reviews, revisions, approvals, and authorized signatories to meet milestone schedules and submission deadlines.
  • Partner with Sales, Technical Services, Field Services, Project Management, Legal, Safety, Quality, Procurement, and other stakeholders to obtain accurate, timely proposal inputs.
  • Participate in Go/No-Go, opportunity-priority, and pursuit-strategy discussions as requested.
  • Participate in or lead continuous improvement of proposal processes, tools, templates, standard content, databases, resource libraries, and workflow documentation.
  • Maintain CRM opportunity records, where applicable, and the proposal management database for tracking, reporting, and closeout.
  • Manage or facilitate subcontractor proposal elements as needed.
  • Support proposal closeout by saving final documents, identifying reusable content, communicating content updates, and contributing to lessons learned.
