Ontario Health is seeking a collaborative and results-oriented Lead, Performance, Accountability & Funding Allocation to strengthen accountability, performance monitoring and funding processes across assigned Health Service Providers (HSPs). In this role, you will serve as a trusted regional contact for HSP accountability agreements and performance, working with internal teams, the Ministry, and sector partners to advance health system improvement, support evidence-informed decisions and improve equitable outcomes for patients, clients and communities. This role is regional in nature and pertinent to the needs of the East Region.

Requirements

  • Master’s degree, preferred in Business Administration, Health Administration, Science, Healthcare relevant field or equivalent work experience
  • 5-7 years of relevant experience with HSP operational management, performance, and financial analysis
  • Chartered Professional Accountant (CPA) designation is a strong asset.
  • Advanced knowledge of analytical and interpretation skills that would support quality outcomes.
  • Knowledge and experience of the Ontario healthcare system/ knowledge of accountability agreements and contract performance management and related issues is considered an asset
  • Knowledge of performance management and evaluation techniques in one or more health sectors related to administrative and/or clinical performance
  • Ability to translate health system questions into data analyses, and to clearly explain results and limitations of analyses.
  • Ability to simplify complex information.
  • Experience with health system data and reporting.
  • Experience with evaluation methodologies, a strong asset.
  • Excellent knowledge of community resources (e.g., services and programs), the roles of health care professionals and of direct care/care coordination models used in community health care organizations
  • Demonstrated leadership skills including the ability to influence others and facilitate meetings
  • Demonstrated ability to build and maintain effective, strong relationships with internal and external stakeholders (liaison role)
  • Effective team player and strong ability to work in a team environment and independently
  • Solid project management experience and skills including knowledge of project management methodologies, tools and templates (PMP certification is an asset)
  • Administratively strong and able to converse well with HSPs and other regions as required
  • Advanced knowledge of applications and tools used in data management and statistical analysis
  • Excellent organizational, time management, interpersonal and communication skills to work with HSPs, management team and liaise with colleagues
  • Able to use a variety of software programs in the Microsoft Office Suite (Outlook, Word, Excel, Power Point, Project)
  • Quality performance and financial performance acumen
  • Understanding and awareness of considerations related to health equity
  • French language abilities, a strong asset

Responsibilities

  • Lead performance management and monitoring for assigned HSPs across sectors, including hospitals, community, long-term care, primary care and related programs.
  • Serve as the primary regional contact for HSP accountability agreements, supporting the full lifecycle of Service Accountability Agreements (SAAs), work-back plans, documentation and issue resolution.
  • Analyze performance, funding, operational and health system information to identify risks, opportunities and practical actions that support quality improvement and equitable outcomes.
  • Provide subject matter expertise and advice to management, Ontario Health colleagues and ministry partners on HSP performance, funding allocation, accountability requirements and emerging system priorities.
  • Build and maintain trusted relationships with HSP leaders, regional teams and provincial partners to support collaboration, alignment, spread of best practices and timely resolution of sensitive issues.
  • Contribute to funding processes and decisions, including proposal reviews, volume-funded procedures, in-year reallocations and ministry/Ontario Health directed programs.
  • Support risk management, performance audits, auditor general reporting and enterprise risk activities by identifying risks, developing mitigation approaches and coordinating input from internal stakeholders.
  • Lead or contribute to committees, HSP performance meetings, planning groups and cross-regional discussions that advance consistent performance management and health system improvement.
  • Develop tools, reports, reference materials and communications that improve team effectiveness, support decision-making and strengthen HSP performance management processes.
  • Champion innovation and continuous improvement by identifying opportunities to streamline processes, scale effective solutions and support integrated, high-quality care across the region.
