The Department of Children and Families (DCF) seeks a senior-level Lead Full Stack Developer to support Connecticut’s child welfare information systems, including the existing LINK and IV-E applications and development of the next-generation Comprehensive Child Welfare Information System (CCWIS). The role participates in software development lifecycle (SDLC) activities—including requirements verification, design, development, testing, maintenance, and support—under agency management direction. The developer will work with the system integrator (SI) to support the new SACWIS system, verify deliverables, and support knowledge transfer and ongoing maintenance for an assigned module. The work also includes creating and maintaining reports and ETL packages and supporting service-oriented architecture (SOA) integration initiatives. The Lead Developer will develop Tableau reports; contribute to database architecture and data models; build and maintain SQL scripts, stored procedures, triggers, and ETL/ELT solutions; and support data migration, integration, validation, and performance optimization. The position works with business analysts and users to validate requirements and is involved across the data lifecycle, from requirements gathering and mapping through extraction, loading, testing, troubleshooting, documentation, optimization, and maintenance. The role requires an organized, proactive, self-directed approach, strong problem-solving and abstract-thinking skills, and effective written and verbal communication.
