About The Position

The Lead Facilitator Instructor role combines instructional delivery with operational leadership, ensuring that senior Non-Commissioned Officers (NCOs) receive consistent, high-quality leadership training aligned with TRADOC standards. In the instructional capacity, the Site Lead delivers Government-approved lesson plans through Blackboard Learning Management System, facilitates structured discussions, leads practical exercises, and evaluates student performance. The role requires providing clear, structured feedback that supports the professional development of senior NCOs and reinforces Army doctrine. As the on-site lead, the individual serves as the primary point of contact to the Contracting Officer’s Representative (COR), oversees daily operations, and supervises instructional staff. This includes ensuring continuous coverage, maintaining facilitator-to-student ratios, and managing administrative functions such as enrollment, counseling, and graduation or dismissal actions.

Requirements

  • High school diploma or equivalent required.
  • Completion of U.S. Army Professional Military Education (PME) required.
  • Former U.S. Army Master Sergeant (E8) or service equivalent required.
  • Minimum of one (1) year of supervisory or management experience.
  • Demonstrated experience facilitating instructor-led training, preferably within a PME environment.
  • Working knowledge of adult learning principles and structured course delivery methods.
  • Strong proficiency with Microsoft Office Suite and Learning Management Systems (Blackboard preferred).
  • Ability to evaluate student performance and provide structured, actionable feedback.
  • Excellent written and verbal communication skills.
  • Ability to work independently while managing multiple responsibilities in a structured training environment.
  • Ability to obtain and maintain a Public Trust (NACI) clearance and meet Fort Bliss installation access requirements.

Nice To Haves

  • Bachelor’s degree in Education, Leadership, Military Science, or related field.
  • Prior experience as an instructor at a Non-Commissioned Officer Academy (NCOA), Master Leader Course (MLC), Senior Leader Course (SLC), or equivalent.
  • Familiarity with TRADOC Regulation 350-70 and Army training development frameworks.
  • Knowledge of Army Doctrine Publications (ADPs), ADRPs, and Field Manuals.
  • Experience facilitating distributed learning (DL) or hybrid instructional environments.
  • Prior experience supporting USANCOA or similar Army training institutions.
  • Completion of Common Faculty Development – Instructor Course (CFD-IC) or ability to obtain within six (6) months.
  • Completion of Blackboard LMS qualification, Instructor Writing Course (IWC), and other USANCOA Instructor Certification Program (ICP) requirements.

Responsibilities

  • Deliver TRADOC-aligned leadership instruction to senior NCOs using Blackboard LMS in a distributed learning environment.
  • Execute Government-approved lesson plans, instructional materials, and assessments in accordance with course standards.
  • Facilitate discussions and practical exercises that reinforce leadership competencies and Army doctrine.
  • Evaluate student performance and provide timely, structured, and actionable feedback.
  • Manage student enrollment, rosters, counseling, and graduation or dismissal actions in compliance with course requirements.
  • Serve as the primary point of contact to the COR and Government stakeholders.
  • Oversee daily operations, supervise instructional personnel, and ensure continuous course coverage.
  • Maintain required facilitator-to-student ratios and ensure consistent instructional quality.
  • Implement and manage contract execution requirements, including CEP, QCP, reporting, and participation in Government meetings.
  • Support courseware updates and continuous improvement aligned with TRADOC guidance and Army doctrine.
  • Ensure compliance with all contractual, regulatory, and installation requirements.
