About The Position

Responsible for supporting strategic communications and stakeholder engagement efforts that advance the organization’s public policy objectives. This role requires an office-based presence and mandates that the individual resides in the Eastern or Central time zone. The position contributes as an experienced professional recognized as a subject matter expert, utilizing broad and in-depth knowledge to resolve complex issues creatively and effectively. This role leads significant projects with strategic autonomy, influences executive-level decisions, mentors less experienced team members, implements long-term plans impacting the organization, and frequently collaborates with senior leadership.

Requirements

  • Must live in the Eastern or Central time zone.
  • Bachelor’s degree, such as a BS or BA, preferred.
  • 5+ years of related experience desired.
  • Certification may be required in some areas.

Responsibilities

  • Analyze legislation, regulatory issues, and public policy developments.
  • Advocate for the company’s regulatory agenda during public hearings, meetings with state legislators, and discussions with legislative staff.
  • Build and maintain relationships with key stakeholders, including government officials, community organizations, and third-party coalitions.
  • Represent the company on local boards and commissions and serve as a visible company representative in the communities it serves.
  • Coordinate with internal teams, including Legal, Network, and Finance, to develop regulatory strategy, conduct regulatory analysis, and support data-driven decision-making.
  • Organize and manage community events that strengthen relationships between the company, community members, and elected officials.
  • Promote company initiatives and help address constituent and community concerns.
  • Serve as a primary regulatory liaison with state commissions, intervenors, and internal stakeholders, as well as federal regulatory agencies such as the FCC, by responding to inquiries, facilitating communication, advancing regulatory positions, and ensuring compliance with applicable requirements.
  • Provide regulatory support related to state broadband regulatory initiatives and requirements, including BEAD and other grant programs.
  • Manage and coordinate state regulatory proceedings across AT&T’s Northeast and Midwest states, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, DC, Virginia, and West Virginia. This role will also have responsibility for one or more Midwest states.
  • Manage matters involving state universal service fund rulemakings, Lifeline, collections actions, compliance reporting, and force majeure filings.
  • Support activities related to Political Action Committee (PAC) processes, internal collaboration, strategy development, lobbying efforts, negotiations, constituent issue resolution, grant management, and other duties as assigned.
