About The Position

Plans, directs, coordinates, and oversees the daily operations, maintenance, construction, and improvement of the City’s electric power distribution system. Provides leadership and direction to electric utility personnel; ensures the safe, reliable, and efficient operation of the electric system; coordinates system construction and maintenance activities; manages materials, equipment, and inventory; and ensures compliance with applicable safety standards, regulations, and Public Service Commission requirements.

Requirements

  • Minimum of 10 years of work experience, including supervisory and/or management experience.
  • Valid Wisconsin Driver’s License and CDL.
  • Continuing education/training as required.
  • Any combination of work experience and training which demonstrates the knowledge and ability to perform the duties of the position.
  • CPR and First Aid.

Responsibilities

  • Organizes, plans, directs, and participates in the construction, maintenance, repair, and improvement of the City’s electric distribution system, including overhead and underground facilities.
  • Provides first-line supervision and daily direction to electric utility employees, including assigning work, coordinating schedules, monitoring performance, and ensuring work is completed safely, efficiently, and in accordance with City standards.
  • Ensures employees receive appropriate training and maintain required certifications, licenses, and qualifications necessary to safely perform assigned duties.
  • Establishes and implements department goals, work plans, operational priorities, and maintenance programs consistent with the needs of the Electric Utility and direction of the Public Works Director.
  • Promotes and enforces safe work practices and ensures compliance with applicable safety regulations, utility standards, and City policies, including the proper use and maintenance of personal protective equipment, tools, vehicles, and equipment.
  • Coordinates electrical construction and maintenance activities with contractors, developers, other City departments, utilities, and governmental agencies as necessary.
  • Attends pre-construction meetings, reviews electrical plans and projects, and provides technical direction regarding the City’s electric distribution system.
  • Inspects and oversees electrical construction, maintenance, and repair projects to ensure work is performed safely, properly, and in accordance with applicable specifications and standards.
  • Performs energized electrical work, including hot-line work from a bucket truck or through approved pole-climbing methods, in accordance with applicable safety procedures and training.
  • Plans, supervises, and participates in the construction, maintenance, repair, and operation of the City’s street-lighting system.
  • Plans, supervises, and conducts substation switching and operations and ensures appropriate switching procedures are followed.
  • Responds to electrical outages, emergencies, and system failures; coordinates troubleshooting, repairs, and restoration of electrical service, including after-hours emergency response as required.
  • Reviews utility permit applications and provides technical input regarding proposed connections, construction, relocations, and modifications to the City’s electric distribution system.
  • Orders, receives, organizes, and maintains materials, equipment, and supplies necessary for electric utility operations and construction; maintains appropriate inventory levels and accurate inventory records.
  • Maintains accurate records related to electric utility work, materials, inventory, labor, equipment, and project costs for billing, job costing, budgeting, and regulatory reporting purposes.
  • Prepares and maintains information necessary for Public Service Commission reporting and ensures electric utility records are maintained in accordance with applicable regulatory requirements.
  • Assists with the preparation and administration of the Electric Utility budget, capital improvement projects, equipment purchases, and long-term system improvement plans as directed.
  • Provides technical assistance and coordination for projects involving the City’s water system and other municipal infrastructure when electrical expertise is required.
  • Attends Public Works Committee meetings, Common Council meetings, pre-construction meetings, and other meetings as required to provide information regarding Electric Utility operations and projects.
  • Maintains knowledge of applicable electrical codes, utility standards, safety regulations, Public Service Commission requirements, and industry practices; attends required training and recertification programs.
  • Operates and maintains City vehicles, tools, equipment, bucket trucks, and other specialized electrical equipment and ensures such equipment is properly maintained and safely used.
  • Performs other related duties and responsibilities as assigned by the Public Works Director.
