About The Position

The Lead DTA (LDTA)/Travel Clerk IV is a senior-level travel support position within the Department of Defense’s Defense Travel System (DTS) and related travel management functions. The role combines travel administration, customer service, and coordination with multiple agencies to ensure personnel movement and travel are processed efficiently and in compliance with regulations in order to support HQ, USARCENT G8 Operations. The LDTA must meet the minimum experience and qualification standards required for their respective roles at the time of contract start and throughout the period of performance. Lead DTA/Travel Clerk IV provides technical and administrative support to the USARCENT Main Command Post (MCP). The LDTA serves as a senior-level “working lead” responsible for technical oversight and daily management of contractor travel operations.

Requirements

  • Possess and maintain an active SECRET Personnel Security Clearance adjudicated by the Defense Counterintelligence and Security Agency (DCSA).
  • Possess a minimum of five (5) years of specialized experience as a Defense Travel Administrator (DTA).
  • Demonstrate expert-level proficiency in Defense Travel System (DTS) architecture, organizational hierarchy management, routing list administration, profile management, and debt management.
  • Possess extensive knowledge of Joint Travel Regulations (JTR), Department of Defense travel policies, and DoD Financial Management Regulation (FMR) Volume 9.
  • Demonstrate experience supporting DTS financial reconciliation activities, Lines of Accounting (LOA) management, and DTS/GFEBS interface troubleshooting.
  • Maintain current completion of DTA Maintenance, Travel Policies (JTR), and Initial TAOCO training through DTMO TraX.
  • Possess strong analytical, problem-solving, organizational, and customer service skills.
  • Demonstrate the ability to independently manage workload priorities and supervise contractor travel operations.
  • Possess strong written and verbal communication skills sufficient to interact with military personnel, Government civilians, and senior leaders.
  • Demonstrate proficiency in Microsoft Office applications, including Microsoft Word, Excel, Outlook, Teams, and PowerPoint.
  • Possess the ability to obtain and maintain all required Government systems access necessary to perform contract duties.
  • Active SECRET Personnel Security Clearance.

  • Current completion of DTA Maintenance, Travel Policies (JTR), and Initial TAOCO training through DTMO TraX.
  • Ability to maintain an active DD Form 577 Appointment/Termination Record as a Defense Travel Administrator.
  • Demonstrated knowledge of Joint Travel Regulations (JTR), DTS operations, routing list administration, and travel document processing.
  • Experience managing DTS organizational hierarchies and routing structures.
  • Proficiency in Microsoft Office applications.
  • Ability to obtain and maintain a Common Access Card (CAC).
  • Ability to meet all Government access, training, security, and certification requirements.
  • Ability to successfully perform all duties identified in this position description upon contract start date.

Responsibilities

  • Serve as the Tier II authority for complex DTS architecture, organizational hierarchy management, routing list administration, and Joint Travel Regulation (JTR) interpretation.
  • Serve as Subject Matter Expert (SME) on the Defense Travel System (DTS), Joint Travel Regulations (JTR), and Department of Defense Financial Management Regulation (FMR), Volume 9.
  • Perform all standard Defense Travel Administrator (DTA) functions, including authorization review, voucher review, traveler profile management, and customer support activities.
  • Manage the internal distribution of workload and assignments to ensure uninterrupted mission support during personnel absences, leave periods, and workload surges.
  • Ensure all contractor tasks meet established Acceptable Quality Levels (AQLs), quality assurance standards, and processing timelines.
  • Manage the DTS organizational hierarchy, routing structures, routing lists, and DTA Maintenance Tool to ensure travel documents are routed to the proper Authorizing Officials (AO).
  • Maintain HQ USARCENT DTS organizational hierarchies and routing lists with 100% accuracy.
  • Conduct technical reviews and pre-audit reviews of travel authorizations, vouchers, local vouchers, and supporting documentation for compliance with Joint Travel Regulations (JTR).
  • Perform final technical reviews of complex OCONUS travel, deployment travel, contingency travel, and multi-leg travel itineraries.
  • Monitor Lines of Accounting (LOA) and budget labels to prevent accounting rejects and coordinate with USARCENT G8 personnel to resolve DTS and GFEBS interface issues.
  • Reconcile Centrally Billed Account (CBA) invoices against DTS travel authorizations and coordinate resolution of discrepancies.
  • Coordinate accounting reject corrections within established performance timelines.
  • Provide Tier II DTS technical support and troubleshooting assistance to travelers, Authorizing Officials, Certifying Officials, and organizational administrators.
  • Develop and provide informal training materials, job aids, and over-the-shoulder instruction for DTS users.
  • Respond to customer inquiries received via telephone, email, or in-person support within one (1) business day.
  • Maintain DD Form 577 Appointment/Termination Records for Defense Travel Administrators, Authorizing Officials, and Certifying Officials.
  • Generate and analyze weekly and monthly DTS reports, including Unsubmitted Voucher Reports, Approved Authorization Reports, Debt Management Reports, and other management reports.
  • Identify recurring trends, routing delays, compliance issues, and process deficiencies and provide recommendations for corrective action.
  • Prepare Monthly Status Reports (MSR) and other reports required by the Government.
  • Maintain continuity documentation, routing lists, workflow procedures, and operating guidance supporting uninterrupted DTS operations.
  • Protect Personally Identifiable Information (PII) and comply with all applicable cybersecurity, information assurance, and security requirements.
  • Act solely as a technical advisor and shall not serve as an Approving Official (AO) or authorize the expenditure of Government funds.
  • Perform other duties as assigned in support of USARCENT DTS operations.
