About The Position

This position is a Personal Service Contract Posting for the Department of Military Affairs - Lincoln's Challenge Academy. The LCA BUDGET SUPERVISOR is responsible for developing initial fiscal year operating budget proposals, monitoring obligations and expenditures, preparing cash flow analysis and budget reports, and reviewing/approving supply and equipment requests. The role also involves initiating and reviewing contracts. The work location is 212 W Borman Dr, Rantoul, Illinois, 61866. The position is salaried and full-time, with hours of 8 daily between 7:00 AM – 7:00 PM, requiring one night until 7:00 PM per week and one weekend per month. Health and Dental insurance are not provided.

Requirements

  • Requires the knowledge, skill, and mental development equivalent to the completion of four years of college with coursework in business or public administration, accounting/bookkeeping, supply management and contract management.
  • Requires six years supervisory or administrative military experience.
  • Requires the ability to pass a DoD background investigation.
  • Requires a valid driver’s license in the appropriate classification as required by law.
  • Must work a flex work schedule including weekends and evenings when necessary to meet agency needs.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.

Responsibilities

  • Develops initial fiscal year operating budget proposals for submission to the Academy Director, US Property & Fiscal Officer (USPFO), and the Illinois Adjutant General (TAG).
  • Monitors all obligations and expenditures (state & federal) to ensure budget constraints are not exceeded and that the allowability of costs specified in the Master Youth Program Cooperative Agreement (MYPCA) are not exceeded.
  • Maintains a list of unfunded requirements for future budget consideration.
  • Prepares cash flow analysis reports reflecting projected monthly federal obligations by budget object code and submits revised reports when required.
  • Prepares monthly/quarterly/annual budget reports reflecting actual expenditures and obligations for review by the Director, USPFO and TAG.
  • Prepares modifications to the MYPCA for administrative changes, increased/decreased funding and/or changes in budget object codes.
  • Reviews and approves all supply and equipment requests within the dollar limits established by the Department of Military Affairs (DMA) and recommends approval/disapproval when those limits are exceeded prior to purchase and/or submission to DMA and/or USPFO purchasing agencies.
  • Initiates contracts through DMA Purchasing Officer when contracts exceed that amount.
  • Reviews and validates all contract specifications and statements of work for accuracy and completeness.
  • Ensures contractual obligations of vendors are met.
