About The Position

Under the general supervision of the Director of the Office of Highway Safety, the Law Enforcement Liaison will fulfill the role of the representative for the VIOHS in efforts and training opportunities under Police Traffic Services. This position requires a confidential relationship to a policymaker. The incumbent will be responsible for encouraging law enforcement to participate in traffic safety initiatives such as overtime enforcement of traffic safety laws. The Law Enforcement Liaison will work alongside the Director to ensure the success of the planned enforcement, assist with feedback for assessing the success of planned initiatives while establishing the individual objectives of Police Traffic Services activities.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in Criminal Justice, Business Administration, Emergency Management, or any closely related field and five (5) years of experience.
  • Knowledge in the design and application of research and statistical methods and techniques for analyzing various kinds of data.
  • Knowledge of the VI and Federal Laws as they relate to the Traffic Enforcement Programs.
  • Knowledge of general police methods, practices and procedures.
  • Ability to manage multiple, concurrent tasks/relationships.
  • Ability to use good judgment and strong interpersonal skills.
  • Skilled in attention to detail.
  • Ability to work under pressure.
  • Exceptional oral and written communications skills.
  • Ability to express oneself clearly, concisely, orally and in writing.
  • Ability to develop strategies based on performance goals established for the HSP.
  • Ability to prepare accurate reports.

Responsibilities

  • Serves as the liaison between the VIOHS and National Highway Traffic Safety Administration; educational institutions; and government entities throughout the Virgin Islands.
  • Analyzes and assesses new programs and technology in the Police Traffic Services (PTS) area and provide recommendations concerning new initiatives.
  • Establishes and supervises the implementation of planning and monitoring procedures to ensure Federal guidelines are followed and deadlines are met.
  • Monitors section activities pertaining to enforcement to ensure each section is operating efficiently and support the overall objective of the VIOHS.
  • Attends national conferences to share and learn about new enforcement programs.
  • Plans, coordinates and conducts a yearly law enforcement officers’ conference to highlight effective programs and best practices.
  • Interfaces with the local criminal justice community to determine training needs to provide a well-rounded curriculum for all disciplines involved in Federal grant programs.
  • Works with the magistrates and prosecutors on program initiatives so that all agencies are aware of current and future programs.
  • Coordinates Law Enforcement Liaison coverage on a local basis to promote enforcement programs and activities.
  • Directs law enforcement activities associated with local and national law enforcement mobilizations.
  • Provides a link for communication with the local courts and media outlets to promote the enforcement message.
  • Manages and directs special projects as assigned.
  • Interfaces with the Alcohol-Drug Program Coordinator and Occupant Protection Coordinator on activities relating to the enforcement mobilizations.
  • Provides support for promoting proven highway safety countermeasures, checkpoints, and enforcement strategies.
  • Assists contractual field staff on promoting the mobilizations as necessary, including recruiting law enforcement agencies to conduct stepped up enforcement, conduct media events and post activity data collection.
  • Reviews field staff reports and report items of interest or concern directly to the Director.
  • Recommends special projects to be implemented.
  • Directs the development of committees, task forces and working groups to address emerging police traffic services issues.
