About The Position

This is a sworn career service position located within the Bureau of Law Enforcement, West Palm Beach District Office. The Florida Division of Alcoholic Beverages and Tobacco licenses the manufacture, distribution, sale, and service of alcoholic beverage and tobacco products in Florida. The Division’s three bureaus – Licensing, Auditing and Law Enforcement – comprise a team of approximately 325 personnel fulfilling the regulatory obligations of the Division throughout the state. This position serves as a highly professional and complex law enforcement managerial and supervisory position in our West Palm Beach field office, managing the Margate (Ft. Lauderdale), West Palm Beach, and Ft. Pierce offices. Employees demonstrating advanced investigative and critical thinking skills normally excel within this Bureau. The incumbent will perform responsibilities of personnel development, training, and guidance oriented toward organizational objectives; to include, being able to identify organizational values, goals and objectives, monitor and encourage optimal organizational performance, establish long term plans and manage work of the assigned District Office for the success of the division’s overall mission. In addition, this position will train law enforcement Lieutenants, investigators, and administrative support personnel in job related subjects.

Requirements

• Must have passed the Florida Criminal Justice Standards and Training Commission (CJSTC) law enforcement examination or equivalency by the application deadline.
• A minimum of five (5) years of law enforcement experience.
• A minimum of eighteen (18) months of law enforcement supervisory experience at the rank of lieutenant or higher is required.
• Must not have received any formal discipline within the previous twelve (12) months.
• Must have successfully completed or be able to complete within one year of appointment, one or more courses addressing leadership and/or law enforcement administration at a level of responsibility similar or beyond the requirements of the captain’s position (i.e., middle management or above).
• Must possess and maintain law enforcement certification standards pursuant to Section 943.13 Florida Statutes.
• Must be able to travel often and in emergency situations with little to no advance notice.
• Must reside within 70 air miles of the Margate (Ft. Lauderdale) or West Palm Beach District Office.
• Must possess or obtain a valid State of Florida Driver’s License by the time of appointment, if selected.
• Knowledge of law enforcement principles and techniques.
• Knowledge of the criminal justice system.
• Knowledge of the Florida Statutes governing alcoholic beverages and tobacco.
• Experience with the Florida Law Enforcement Accreditation Commission.
• Knowledge of Florida’s Law Enforcement Officers’ Bill of Rights and the application of the statutes there under.
• Knowledge of the Bureau of Law Enforcement’s limited authority as defined by statute.
• Experience with budget oversight.
• Knowledge of proper arrest procedures.
• Knowledge of supervisory and management principles and practices.
• Skills using restraining devices and firearms.
• Ability to supervise and manage both sworn and civilian team members.
• Ability to work in dangerous and stressful situations.
• Ability to understand and apply laws, rules, regulations, policies, and procedures.
• Ability to determine work priorities, to assign work in accordance with priorities, and to ensure proper completion of work assignments.

Responsibilities

• Plans, organizes, directs and coordinates the work of the district to include criminal, administrative and civil investigations, which the division has investigative jurisdiction. Such investigations include: license applicant investigations; financial background investigations; perjury-false swearing investigations; investigations of sale of alcoholic beverages and tobacco to underage persons and people habitually addicted to alcohol; investigations of organized groups fraudulently selling non-taxed alcoholic beverages and tobacco, including product diversion cases; investigations of undisclosed ownership interest in businesses licensed by the division, and asset/contraband seizure and forfeiture investigations.
• Participates in the recruitment and selection of new employees, and are responsible for time management, performance appraisals, discipline and grievance matters relating to employees reporting to them.
• Trains law enforcement Lieutenants, investigators and administrative support personnel in job related subjects.
• Manages the district budget, personnel functions, and property and equipment control.
• Coordinate daily activities in the district office.
• Budget functions include protecting the State's revenue collection and controlling expenditures, maximizing available resources to provide all necessary equipment and services to maintain the operation of the district.
• Administers personnel rules and regulations which include performance appraisals, selection and recruitment, discipline, grievance, leave, etc.
• Develops and trains staff to include; Law Enforcement Lieutenants and administrative support staff in subjects including, but not limited to firearms and defensive tactics, criminal and administrative law, supervision, agency policies and procedures, organizational skills, etc.
• Plans, schedules, assigns, supervises directly and coordinates all work assignments, including but not limited to criminal, administrative, and civil investigative assignments over which the Division has jurisdiction.
• Evaluates daily work of the regional Lieutenants.
• Oversee the service of warrants, orders, and other law enforcement activities.
• Conducts criminal, administrative, civil and internal investigations/inquiries, as well as informal conferences as assigned, requested or required by division policy.
• Prepares reports, conducts interviews, collects and preserves evidence and testifies in official proceedings.
• Establishes and maintains a positive working liaison with local law enforcement agency executives; federal and state law enforcement executives assigned with the district boundaries; other government executives responsible for related programs within the district; the public; the alcoholic beverages and tobacco industry owners, employees and representatives; the state attorney’s executives; and the media.
• Participates and represents the division as assigned by their chain of command at events, conferences, training programs, panels, exhibitions and meetings.
• Coordinate and/or participates at events as the division representative, including but not limited to conferences, training programs, panels, exhibitions, etc.
• Maintains an active program for professional self-improvement, including participation in firearms training, management training, and technical training.
• Perform duties or special assignments because of special skills, training, knowledge, ability or aptitudes which may involve physical hardship or hazard as well as extended absences from hometown and/or immediate family.
• Performs other duties, as requested.
