The Landlord Support Specialist coordinates several tasks and functions related to the occupancy and participation of program participants in several different HUD housing programs. Rather than managing a caseload of program participants, the Landlord Support Specialist performs specific tasks for all program participants in coordination with the Housing Specialists and other HOM Team members. Program Duties will be segregated and assigned out between Landlord Support Specialists at the discretion of the Landlord Support Supervisor and the Director, Landlord Relations. While all program duties described below will not be assigned to one team member, the expectation is that all the duties can be performed by all team members. The Landlord Support Specialist is a non-exempt position.

Requirements

  • Proficiency in Microsoft Office 365 applications including SharePoint, OneDrive, Teams, Planner, Outlook, Word, Excel, etc.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Knowledgeable of AZ Residential Landlord & Tenant Act.
  • Demonstrated high level of skill with interpersonal relationships and communication.
  • Strong sense of ownership of work processes and outcomes.
  • Excellent people skills and the proven ability to work well with a wide range of personalities.
  • Ability to think strategically and tactically to accomplish goals.
  • Ability to manage change while working as part of a team.

  • Must pass a background check consistent with role responsibilities and compliance requirements.
  • Ability to handle sensitive and confidential information, including PII and PHI, in accordance with organizational policies.
  • As part of providing a dynamic environment where everyone can be their best, we participate in the Predictive Index Behavioral Assessment and use PI tools to strengthen our performance. All team members will take the PI assessment and participate in trainings and implementation around this tool.

Nice To Haves

  • Experience in residential property management, real estate, or housing preferred.
  • Associates and/or Bachelor’s degree preferred.

Responsibilities

  • Serve as a primary point of contact for landlords and property managers with existing HOM-assisted tenancies, providing responsive support and coordinating with internal teams to resolve landlord and tenancy-related concerns.
  • Review and process RFTAs for initial lease-ups, participant moves, and other housing actions, ensuring required documentation and applicable program requirements are met.
  • Review landlord, ownership, payee, banking, and required compliance documentation for accuracy and consistency, coordinating with Landlord Engagement when verification, updates, or additional information are required.
  • Conduct rent reasonableness determinations for initial lease-ups, participant moves, lease renewals, rent increases, and other required actions using current rental market data and appropriate comparable units, and communicate findings and negotiate proposed rents with landlords when necessary to meet market and program requirements.
  • Coordinate lease renewals and other lease-related activities from initiation through completion, including landlord outreach, rent and lease changes, renewal and non-renewal documentation, required approvals, and collection and review of executed lease agreements, and initiate payment holds, notices, or other escalation actions when documentation or program requirements are not satisfied within established timelines.
  • Review lease and tenancy information for accuracy and consistency with household and program requirements, coordinating changes, discrepancies, or unresolved issues with landlords, Housing Specialists, and other applicable HOM team members.
  • Review housing assistance payment activity, payment holds, and related records to identify and assist with resolving issues affecting accurate and timely landlord payments.
  • Maintain accurate and timely records within required HOM systems.
  • Manages a high-volume caseload of 750-800
  • Maintain priorities, deadlines, and follow-up responsibilities while collaborating across HOM departments to support timely lease-up, successful tenancies, effective landlord relationships, and program compliance.
  • Perform other related duties and responsibilities assigned to support departmental operations and program requirements.
  • Work with landlords and property managers to maintain accurate and current property and unit availability within Padmission Connect and other applicable HOM systems to support housing search and lease-up activities.
  • Conduct regular debarment checks to ensure compliance.
