About The Position

Under the direction of the Manager of Housing, Facilities and Employment Services, the Landlord Engagement Support Worker provides administrative housing support to the Supportive Housing Programs managed and supported at CMHA-WECB by seeking out, securing and assisting in the placement of clients of the agency, and partner organization, whom are living with a serious mental illness and are homeless or at risk of becoming homeless, into safe, affordable, long term and permanent market based rental housing. The position is responsible for the day-to-day coordination of all administrative and landlord functions associated with the housing choices offered to clients by the branch. The position is required to work within a flexible schedule that may include evening hours.

Requirements

  • Minimum two (2) year post-secondary program in a relevant field such as Business or Executive Office Administration.
  • One year recent relevant experience, in the judgement of the employer, working with individuals experiencing a serious mental health illness or vulnerable individuals and the housing of those individuals.
  • Requires working knowledge of the Mental Health Act and thorough knowledge of the Residential Tenancies Act, Landlord and Tenant Board and related legislation and regulations.
  • A sound awareness and knowledge of community resources as they relate to socialized housing is essential.
  • Must have good negotiation skills and the ability to broker resolution to complex issues surrounding housing provision and difficult to serve individuals.
  • Computer literacy skills and working knowledge or various Microsoft Windows application is required.
  • A valid Ontario Driver’s License with access to a reliable vehicle and proof of current insurance and licensing are required for this position.
  • Candidacy for positions will require you to be authorized to work in Canada.
  • A satisfactory police vulnerable sector check is required as a condition of employment for all roles with CHMA-WECB.

Responsibilities

  • Coordinates and implements the availability and access into various streams of agency sponsored supportive housing including but not limited to the Supportive Housing Program.
  • Responsible for a caseload of clients discharged from Supportive Housing with trackback. The responsibility includes but is not limited to monitoring communications from said clients via the trackback support voicemail line and supporting those client inquiries and concerns via an information and referral model that requires brief, focused support around tenancy issues, and referral back to the previously assigned clinician in the case of mental health or clinical concerns or crisis.
  • Documents and reports these client contacts and interventions taken pursuant to all agency documentation practices and policies in CRMS.
  • Negotiates with community-based Landlords to obtain/retain market rate units commensurate with program budget limits and restrictions assuring an evergreen supply of housing stock to the program and clients we serve. Inspect, assess and negotiate for settlement, damaged market rate units while holding the line on program budgets and allotted funds, thereby maintaining access to housing stock with our community landlord partners and ultimately access to housing for program participants.
  • Develop, seek out and recommend private market-based Landlords to provide housing stock/options that is safe and affordable, enabling the placement and maintenance of tenancies for referred clients to the Supportive Housing Program of the Agency and its partner agencies.
  • Works collaboratively with the Agency’s Supportive Housing Case Managers and partner organizations to place consumers into housing choices according to need, based on a ranking derived from the agency approved prioritization rating tool (VI-SPDAT)
  • Administration of rent payments and adjustments as well as income testing as required for all agency-sponsored housing.
  • Provides support and liaison to private market Landlords, intervening in tenancy related issues that may jeopardize the housing provision to the client.
  • Assisting with administrative housing crisis support as required
  • Manages all Supportive Housing tenancy files, correspondence and data collection to ensure they are accurate, complete and current, meeting the requirements as set out by the agency and our funders.
  • Working towards the best interest of the client as a member of the CMHA team
  • Ensuring a minimum workload of client tenancy interaction as negotiated with the immediate supervisor
  • Supporting program and quality evaluation
  • Adhering to program budgets.
  • Supporting the development of program and administrative reports as required.
  • Ensures all file management and reporting functions are maintained in a comprehensive and timely manner.
  • Ensuring that monthly, annual and other required reporting documentation is completed.
