About The Position

Otter Tail County is accepting applications for a full-time Land Title Specialist position in the Recorder's Department. This position is responsible for assisting the County Recorder and processing and preserving official records for posterity and legal purposes including real estate records, tax liens, military discharge records, birth, death, marriage, notary and ordination records, and personal property records. Work is performed independently within established policies, laws and regulations and is reviewed by the County Recorder.

Requirements

  • Associate's degree or technical training in administrative support or related field.
  • Two years administrative support experience
  • Driver’s License valid in the State of Minnesota

Responsibilities

  • Prepares documents for recording.
  • Examines plats, real estate and other legal documents for completeness and recordability according to the Minnesota State Statutes.
  • Accurately enters documents into computer database and to check accuracy of data entered by co-workers.
  • Scans documents into the computer; mails documents and stores and indexes plats.
  • Assists customers in finding information by using Recorder software and office equipment; by researching legal descriptions with the ability to draw out difficult legal descriptions; by providing information in person; by telephone and by written correspondence in regard to inquiries by clients or customers. For example, retrieving documents, maps, copies from RVI optical scan system and microfilm, by searching tract book indexes and computer database.
  • Training the public and other county personnel on Recorder computer software.
  • Performing routine office equipment maintenance, and to contact service personnel for repairs and supplies.
  • Analyzes computer printouts for accurate information and prepares monthly billing statements.
  • Issues state certified birth, death and marriage certificates per tangible interest for legal and personal use.
  • Processes marriage licenses according to state and federal regulations.
  • Maintains confidentiality where appropriate and according to legal guidelines.
  • Performs the duties of the County Recorder's daily work, in her absence.
  • Accepting UCC documents for filing; and recording Notary Public Commissions.
  • Performs other duties as assigned.
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
