About The Position

The NYC Department of Finance (DOF) is seeking a detailed-oriented, self-motivated individual to serve as a Land Records Document Examiner at the Manhattan Land Records Office. This role is crucial for the Land Records Division, which records and maintains all official documents related to real estate, including deeds, mortgages, and leases. The division handles approximately 550,000 documents annually and collects over $5 billion in real property transfer and mortgage recording taxes. The selected candidate will report to the Assistant Deputy City Register and will be responsible for examining various real estate and lien documents to ensure compliance with statutory authority, City and Agency policies, and recording requirements. The role also involves conducting research to determine property ownership, reviewing documentation for potential fraud, and coordinating referrals to the Sheriff’s Office. This position is subject to the Remote Work Pilot Program, potentially allowing for remote work up to two days per week.

Requirements

  • Candidates must be permanent in the Principal Administrative Associate civil service title or be permanent in a comparable civil service title eligible for a 6.1.9 title change.
  • Must include Employee Identification Number (EIN) when applying.
  • Must indicate permanent civil service title in cover letter.
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
  • OR An associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above.
  • OR A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above.
  • OR Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above.
  • Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 year.

Responsibilities

  • Examine scanned images of Real Estate and Personal Property documents, to determine if they are incompliance with all applicable statutory authority, City and Agency policies, and recording requirements.
  • Examine scanned image of Notices of Federal Liens for conformity with the lien law.
  • Conduct research to determine property ownership.
  • Review documentation to identify potential fraudulent filings and coordinate referrals to the Sheriff’s Office for further investigation, as appropriate.
