About The Position

Reporting to the Director, Labour Relations and Compensation, the Labour Relations Consultant works as part of a comprehensive team of Labour Relations professionals to develop Labour Relations strategies that support key corporate and HR business-unit specific objectives. This position may also conduct and support respectful workplace investigations, ensuring that concerns are addressed fairly, consistently, and in alignment with organizational policies and legislation.

Requirements

  • Related university degree or diploma with considerable experience in Labour Relations and/or Human Resources consultative or advisory roles or an equivalent combination of education, training and experience.
  • Experience in consultation, grievance and arbitration work, collective bargaining, dispute resolution, investigations and negotiation skills.
  • Considerable knowledge and background in labour relations with an excellent understanding of labour jurisprudence, relevant labour legislation.
  • Considerable knowledge around conducting and supporting respectful workplace investigations in a unionized or complex labour relations environment.
  • Excellent communication, interpersonal, coaching and facilitation skills with a demonstrated ability to build and maintain effective relationships with colleagues, clients and union officials.
  • Skilled at anticipating business needs and identifying risks and opportunities with ability to move to action.
  • Strong team building skills and demonstrated ability to work collaboratively and strategically in a team environment.
  • Proactive problem solver with ability to working in a rapidly changing environment.
  • Ability to research, analyze, solve problems and make decisions or recommendations based upon thorough analysis of facts.
  • Ability to be sensitive and responsive to individual, group and organizational needs, issues, goals and vision.
  • Demonstrated strong verbal and written communication skills including effective analytical, writing and public speaking skills.

  • Relevant designation or training in workplace investigations is an asset.

Responsibilities

  • Works collaboratively and strategically with HR and Labour Relations colleagues, managers, employees, and union representatives to provides expert advice and guidance on a broad range of labour and employee relations issues.
  • Participate in grievance and arbitration preparation, including investigation, analysis, documentation, and consultation with stakeholders.
  • Conduct impartial and thorough workplace investigations related to harassment, discrimination, bullying, misconduct, and breaches of collective agreements, the City’s Respectful Workplace and Human Rights and Harassment Policies.
  • Interpret and apply collective agreements, labour and employment legislation, and organizational policies to support effective dispute resolution, grievance management, and arbitration processes.
  • Lead collective bargaining processes, including preparation, negotiations, and implementation of collective agreements.
  • Provide expert consultation and advice to leaders and HR partners on complex and sensitive labour relations issues.
  • Supports the organization in addressing workplace concerns and achieving organizational objectives.
  • Promotes and sustains a positive, respectful, and constructive employee relations environment.
  • Maintain confidentiality and handle sensitive matters with discretion and sound judgment.
  • Other duties/responsibilities as assigned.
