About The Position

The City of Springfield is seeking applicants for a Labor Relations Manager within the Office of Human Resources. This role is responsible for managing labor relations, including reviewing legislation, developing negotiation strategies, conducting training, and serving as a liaison between union representatives and the City. The position requires a thorough understanding of collective bargaining and employment laws, as well as strong analytical and communication skills.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in labor relations, personnel administration, business administration, or related field.
  • Requires four years experience in labor relations with extensive labor negotiations.
  • Requires thorough knowledge of collective bargaining and employment laws at the federal, state and local levels.
  • Must have exceptional written and oral communications skills.
  • Must possess the ability to organize facts and analyze proposals and positions.
  • Must possess the ability to think quickly in adversarial situations.
  • Must possess the ability to make effective public presentations.
  • Current City employees must have completed their probationary period and attained certified status in their current position.

Nice To Haves

  • Juris Doctor (JD) and license to practice law in the State of Illinois is optional but is preferred.
  • Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.

Responsibilities

  • Reviews current and proposed labor employment and labor legislation that may impact employee relations.
  • Reviews policies regarding employment and labor issues to identify their applicability to labor issues.
  • Evaluates dates, revenue forecasts, employment trends and practices of other jurisdictions for development of a plan of action to serve as the limit of bargainable benefits.
  • Consults with staff of the Office of Human Resources, Office of Budget and Management, and Office of Corporation Counsel to develop plan limits and negotiation strategy.
  • Conducts training sessions for supervisors and managers in issues related to human resources, labor relations, or collective bargaining agreements.
  • Conducts research and investigations regarding alleged employee misconduct as assigned.
  • Advises management of rights and responsibilities under collective bargaining agreements in a timely and accurate manner.
  • Effectively answers managers' and supervisors' questions related to collective bargaining agreements and employment policies in a timely and accurate manner.
  • Serves as negotiator or member of negotiating teams for purposes of collective bargaining with union officials.
  • Primary contact and liaison between union representatives and the City.
  • Develops and directs the application of labor relations policies and procedures for the City of Springfield.
  • Coordinates timely scheduling of and preparation for contract negotiations.
  • Advises the Director of Human Resources and City officials on the status of negotiations and makes recommendations regarding negotiating positions.
