The Labor Relations position will be located in our our downtown Chicago Office located at 115 S. LaSalle Street, Chicago, IL. This position serves under the direction of the Human Resources Director and is responsible for serving as a liaison for the Department to union representatives and the Department of Central Management Services CMS to assist management in the administration of various labor contracts and developing and implementing policies and procedures that implement and interpret the various contractual agreements and regulations applicable to state employment. Requirements

  • Requires knowledge skill and mental development equivalent to four years of college preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Nice To Haves

  • Five (5) years progressively responsible, professional experience in collective bargaining and labor relations activities in a unionized environment.
  • Three (3) years of experience interpreting and applying labor laws, collective bargaining agreements, and union-management contracts.
  • Two (2) years demonstrating strong skills in effective written and oral communications.
  • Three (3) years experience in public speaking, presentation, and group facilitation.
  • Two (2) years experience in negotiation and conflict resolution.

Responsibilities

  • Serves as a liaison for the Department to union representatives and the Department of Central Management Services CMS to assist management in the administration of various labor contracts.
  • Represents the Department at 3rd level grievance hearings and is vested with the full authority to resolve grievances and/or advance to the 4th level for further discussions.
  • Advises managers and supervisors on appropriate, disciplinary measures and procedures.
  • Develops trainings, guidance, policies, and procedures for the department related to labor matters.
  • In conjunction with the Human Resources Director, participates in interviews and serves as a certified Rutan interviewer.
  • Assists Human Resources Director in monitoring agency underutilization and developing objectives toward achieving the agency's affirmative action goals.
  • Represents the Department at master contract negotiations supplemental agreement negotiations and labor management meetings.
  • Assists and serves as backup FMLA coordinator.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
