About The Position

This position is for a L&I Labor Standards Policy Management Analyst (Management Analyst 5) in the Division of Labor Standards (DLS). The role provides division-wide strategic planning, project management, and policy support across several programs including Apprenticeship, Contract Release & Clean Energy, Employment Standards, Healthcare Labor Standards, and Prevailing Wage. The analyst will utilize advanced project management skills to ensure sound policy development for DLS programs, which are responsible for implementing and enforcing laws affecting all Washington employers and employees, with statewide and precedent-setting impact.

Requirements

  • A combination of education and experience totaling 9 years.
  • 9 years of demonstrated experience in two or more of the following areas: conducting research analyzing policies, laws, rules, or regulations; conducting business analysis and developing requirements; leading business projects; managing business operations; business policy development; supervising.
  • OR Journey-level standing as a result of completing an apprenticeship AND 5 years of demonstrated experience as listed above.
  • OR Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field, AND 5 years of demonstrated experience as listed above.
  • OR An Associate’s degree in business administration, public administration, law, public health, health administration, or a related field AND 7 years demonstrated experience as listed above.

Nice To Haves

  • Experience using analytical problem-solving methods, program evaluation, process improvement methods, government performance measurement, business statistics, budget analysis, business planning, or strategic planning.

  • Experience in the preparation of written documents or oral presentations, ability to communicate complex information concisely and effectively, organize facts, arguments, and conclusions in clear and logical sequence.
  • Ability to organize and complete special projects.
  • Ability to prioritize and manage work schedule and work independently.
  • Experience conducting rulemaking.

Responsibilities

  • Develop and deploy a performance management plan for the DLS Policy Team portfolio.
  • Employ advanced project management skills to strategically evaluate proposed actions and timelines against organizational missions, goals, objectives, and policies.
  • Serve in an expert consultative role to executive management, senior managers, and project participants to ensure implementation plans and other Policy Team projects are executed in scope, on time, and within budget.
  • Resolve complex barriers to implementation of projects across organizational silos, in coordination with DLS programs, for issues of importance to external stakeholders.
  • Create stakeholder engagement plans and change management activities across organizational structures.
  • Provide guidance and training to Administrative Regulations Analysts on core guidance documents, both for new staff and on an ongoing basis during the implementation of Policy Team projects.
  • Lead annual updates to the Policy Team’s core guidance documents, including the Legislative Core Team Guide, fiscal impact statement guidance, rulemaking guide, and administrative policy style guide.
  • Support the Senior Policy Manager in strategic planning, work assignment, and policy review tasks.
  • Provide support to policy initiatives including policy interpretation, guidance, and stakeholder input.
