About The Position

The Knowledge Management Specialist operates the program's centralized knowledge repository, ensuring it remains useful, current, and safe for publishing. This role is crucial for disseminating technical assistance resources such as curricula, training materials, toolkits, webinars, recorded training, implementation guides, FAQs, promising practices, lessons learned, research translations, and case studies. All content must undergo privacy, accessibility, records, and disclosure review before publication, and must not identify any participant, site, or family. The specialist is responsible for the repository's taxonomy, metadata, content governance, versioning, and records practices, capturing lessons learned, and preparing the final knowledge repository and transition assets for ACF.

Requirements

  • Bachelor's degree.
  • At least 5 years in knowledge management, content management, or digital library work, including operating a repository or portal used by people outside the organization.
  • Taxonomy and metadata design, tagging, and search configuration.
  • Administration of a content management or collaboration platform such as SharePoint, Drupal, or an equivalent, including user roles and version control.
  • Working knowledge of federal records management requirements.
  • Ability to prepare accessible documents and to recognize content that needs privacy or disclosure review before publication.
  • Strong editing and organization skills and the ability to work with subject matter experts who aren't content professionals.
  • Public Trust Tier 2 clearance, held or obtainable.

Nice To Haves

  • Certified Knowledge Manager (CKM) or an equivalent credential.
  • Experience supporting a federal technical assistance or resource center, preferably at HHS or an HHS operating division.
  • Experience with resources for youth serving, public health, or human services programs.
  • Experience with search platforms and usage analytics for a content repository.
  • Experience producing a transition package or knowledge base handover at the end of a federal contract.

Responsibilities

  • Operate and administer the centralized knowledge repository and any internal or external portal used to disseminate technical assistance resources, including content organization, search, user roles, and day-to-day publishing.
  • Work with the COR and the program team to identify and manage the intake of resources to be posted, whether developed by the program or other entities.
  • Design and maintain the taxonomy, metadata standard, tagging rules, and search configuration to facilitate easy access for grant recipients, youth-serving professionals, and ACF staff.
  • Manage the review process required by ACF before any content is posted, ensuring it contains no PII, PHI, CUI, sensitive youth information, or copyrighted material without permission, and routing accessibility review to the Section 508 Accessibility Specialist.
  • Govern the content lifecycle, including intake, review, approval, publication, version control, periodic currency review, and retirement, maintaining an audit trail of approvals.
  • Apply federal records management requirements to repository content and program records, including retention and the management of Government information as directed.
  • Archive performance measures data and supporting documentation in coordination with the Cloud / Solution Architect and the ATO / RMF Lead.
  • Capture lessons learned and promising practices from program delivery, youth engagement, training, and performance measurement activities, curating them into usable resources and keeping them current.
  • Draft and maintain the Knowledge Management Plan and report repository usage, content additions, and currency in the monthly progress report.
  • Provide user guidance, quick reference material, and support for repository use and resource submission.
  • Prepare the Final Knowledge Repository deliverable and knowledge transfer assets for the Final Transition Plan and Sustainability and Transition strategy.
