About The Position

Artheon is looking for a Junior Estimator to join our Program and Construction Management (PMCM) team in New York, NY, providing cost consultancy services for major public agency clients across the NY/NJ areas. The selected candidate will work alongside the project controls and commercial teams developing independent cost estimates that support the change management function on design-build transit infrastructure projects.

Requirements

  • Bachelor’s degree in civil engineering, construction management, architecture, or a related field from an accredited institution.
  • 1–3 years of professional experience in construction, construction management, or cost estimating.
  • Demonstrated ability to read and interpret construction drawings and specifications across at least one discipline (architectural, structural, MEP, or heavy civil).
  • Proficiency in Microsoft Excel and Bluebeam Revu
  • Organizational skills.
  • Ability to be flexible to meet the needs of the team.
  • Strong communication, analytical and problem-solving skills.
  • Ability to fill knowledge gaps through research.

Nice To Haves

  • Prior estimating experience at an A/E, construction management, general contractor, subcontractor, or agency setting.
  • Exposure to design-build delivery or public agency (MTA, PANYNJ, NYCDOT, Port Authority, etc.) project work.
  • Familiarity with New York prevailing wage schedules and union trade classifications.

Responsibilities

  • Perform quantity takeoffs from drawings and sketches using Bluebeam.
  • Assist with the preparation of Independent Cost Estimates for change orders.
  • Develop scopes of work based on drawings, specifications, sketches, and contract documents.
  • Provides support in price negotiations.
  • Review change order proposals from contractors and perform line-by-line cost comparison analysis against the Independent Cost Estimate.
  • Develop pricing using published references (RSMeans, EquipmentWatch), direct vendor solicitations, and historical data.
  • Visit project sites to document existing field conditions and work performed by the contractor.
  • Maintain organized estimate files, pricing backup, logs, meeting minutes, and negotiation records.
