About The Position

We are currently seeking Junior Acquisition Specialist candidates for an upcoming project pending contract award, targeting a September 1 start date. The individual in this role will have a minimum of three years of experience in Federal Government acquisition and program support. This role involves providing contract administration support, interpreting and applying Federal acquisition regulations, developing procurement request packages, monitoring acquisition activities, and providing pre-award and post-award acquisition support. The specialist will also assist in preparing and reviewing acquisition documentation, support source selection activities, assist with Freedom of Information Act (FOIA) request responses, and utilize automated acquisition and contract writing systems. Collaboration with Contracting Officers, CORs, program offices, and cross-functional teams is essential, as are strong analytical, organizational, and problem-solving skills, along with effective communication.

Requirements

  • Minimum of three years of experience in Federal Government acquisition and program support
  • Experience supporting NIH, HHS, or other Federal civilian acquisition organizations.
  • Familiarity with NIH procurement systems and acquisition documentation.

Nice To Haves

  • Experience with NIH and/or HHS acquisition systems, including PRISM, IPPS, and MERLIN, is preferred.

Responsibilities

  • Providing contract administration support, including invoice review, post-award conference coordination, contract file maintenance, and preparation of correspondence
  • Interpreting and applying Federal acquisition regulations, policies, and procedures, including the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR)
  • Performing, under general supervision, the development of procurement request packages and assisting with acquisition lifecycle activities, including planning, solicitation, award, administration, and closeout
  • Monitoring acquisition activities and performance metrics, including Procurement Administrative Lead Time (PALT), in support of program office requirements
  • Providing pre-award and post-award acquisition support for a variety of procurements, including services, supplies, and information technology (IT) requirements
  • Assisting in the preparation and review of acquisition documentation, including acquisition strategies, Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), source selection plans, and business case analyses
  • Supporting source selection activities, including drafting evaluation documentation and maintaining proper procurement records
  • Assisting with Freedom of Information Act (FOIA) request responses and handling procurement-sensitive information in accordance with applicable regulations
  • Utilizing automated acquisition and contract writing systems to track procurement status, funding, milestones, and contract closeout activities
  • Collaborating effectively with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, and cross-functional teams
  • Demonstrating sound analytical, organizational, and problem-solving skills, including the ability to identify issues and recommend practical solutions
  • Communicating effectively, both orally and in writing, with internal and external stakeholders
