About The Position

The Correctional Support Trades Supervisor II (CSLTS II) position is a Journeyman Plumber Lieutenant position for the Colorado Department of Corrections (CDOC) at the Sterling Correctional Facility. This role is crucial for ensuring the safety and security of the public, staff, and inmates, while also managing the efficient maintenance and repair of the facility's plumbing and other trade projects. The position involves supervising both staff and inmate crews, promoting the CDOC's mission, vision, and values with a high level of integrity and commitment.

Requirements

  • Active Journeyman Plumber license issued by the Colorado Department of Regulatory Agencies (DORA).
  • Five (5) years of employment experience performing preventive, predictive and corrective plumbing maintenance in a residential and/or commercial setting.
  • OR A combination of three (3) years of employment experience in plumbing maintenance and building maintenance experience.
  • Building maintenance includes planning, estimating, and performing 'hands on' trades such as carpentry, plumbing, HVAC, and/or welding in a residential or commercial setting.
  • Comprehensive understanding of CDOC Performance Management Program (PMP) policy.
  • Ability to create a cohesive team while mentoring and motivating assigned staff.

  • Ability to climb ladders and stairs, work in high, tight, and confined spaces; outside during inclement weather and in close proximity to industrial equipment.

  • Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift.

  • Must be legally eligible to work in the United States.
  • Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training.
  • Possess the physical ability to successfully complete Defensive Tactics.
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security.
  • Willing and able to travel.
  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule.
  • Successful completion of a background investigation is required.
  • Employees may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana (exception for POST certified employees).

  • Master Plumber license issued by the Colorado Department of Regulatory Agencies (DORA).
  • Experience with hot water heater and/or hot water boilers.

Responsibilities

  • Maintain safety and security of the facility and work sites through clear communication, training on controlled items, keys, tools, equipment, and chemicals.
  • Enforce security procedures by conducting work site searches and monitoring workplace environment and inmate behavior.
  • Initiate verbal reprimands and physically control inmates when necessary, applying proper restraints or 'use of force' techniques.
  • Monitor, supervise, and escort inmates according to facility policy, limiting access to restricted areas.
  • Perform inmate counts and transportation, and respond to emergency situations such as fights, fires, and escapes.
  • Promote a safe and secure environment through conscientious observation, clear communications, and adherence to agency regulations.
  • Provide supervision and work lead responsibilities for assigned staff and inmate workers, setting work standards.
  • Train and instruct staff and inmates on the appropriate use of tools, equipment, and procedures for efficient and safe task completion.
  • Stress safe construction practices and the proper use of Personal Protective Equipment (PPE).
  • Participate in the hiring process by interviewing candidates and making recommendations.
  • Prepare performance plans and conduct performance evaluations.
  • Resolve informal staff and/or inmate grievances.
  • Assign tasks, monitor work progress, and ensure staff receive required training.
  • Coach and mentor staff regarding agency supervision, processes, and career growth.
  • Ensure inmate workers are trained in building and grounds maintenance, including tool use, blueprint reading, project planning, and specific trades.
  • Monitor project progress, inspect work, and ensure timely completion of tasks.
  • Ensure inmate evaluations are completed, track and calculate inmate hours and pay, create schedules, and assign tasks.
  • Reduce inmate idleness and create real-life work opportunities for community reentry.
  • Provide supervisory duties for additional inmate crews in the absence of another supervisor.
  • Ensure safe and sanitary installation and reliable operation of all plumbing, HVAC, refrigeration, central plant, and other facility services.
  • Ensure safe, code-compliant potable water service, drainage, and natural gas distribution systems, food service, and laundry.
  • Oversee plumbing operations, including new construction, repairs, and maintenance of central plant, kitchen, laundry, and medical equipment.
  • Assist with general maintenance operations.
  • Review plans, research code requirements, design layouts, and schedule tasks for subordinate staff and inmates.
  • Coordinate with other units and trades to maximize efficiency and minimize costs.
  • Justify and request operating budget based on needs, conducting and tracking inventory and expenses.
  • Maintain accurate records of all projects, parts, and equipment.
  • Anticipate replacement of tools, machines, and equipment, and maintain records of maintenance and service manuals.
  • Ensure implementation of processes to prevent/detect theft.
  • Respond to facility call-backs and work additional hours or shifts as needed.
  • Work various shifts, including weekends and holidays.
