This position serves as the process owner for third-party attachments to Duke-owned facilities. The specialist is responsible for negotiating, managing, and administering pole attachment agreements and joint use agreements to protect Duke's pole assets and maximize associated revenues. This role also owns the process for completing new attacher requests, auditing existing pole attachments, collecting pole attachment revenues, and interpreting agreement terms and conditions. Additionally, the specialist provides training and guidance to field employees on the systems and tools used for managing third-party attachments.

Requirements

  • Associates degree in Accounting
  • In lieu of Associates degree(s) listed above, High School/GED AND 5 year(s) related work experience
  • Valid driver’s license

Responsibilities

  • Negotiate, prepare, manage, and administer pole attachment agreements and joint use agreements with third parties attaching to Duke-owned poles.
  • Interface with the Legal Department as needed to develop and modify agreements.
  • Assist with pole attachment inventories.
  • Manage the billing and collection of pole attachment fees.
  • Interpret the terms and conditions of varying and different agreements.
  • Manage the pole attachment database, audit data accuracy, and work with IT resources to support the attachment database.
  • Manage delinquent accounts and handle collections.
  • Manage the review, approval, and processing of Joint Use engineering contractor invoices and engineering billing to joint use customers.
  • Assist with processing new attachment requests and manage the billing and collection of make-ready expenses associated with pole attachments and joint use activities.
  • Provide direction and guidance to field engineers to ensure accurate and prompt reimbursement of expenses.
  • Serve as the primary subject matter expert to field engineers regarding the interpretation and application of terms and conditions to reimbursements.
  • Provide direction and guidance to claims investigators regarding damaged poles.
  • Develop rates and reciprocal pricing with joint owners as needed.
  • Manage pole attachment accounts and relationships with attaching entities.
  • Audit files to ensure the accuracy of records for each attaching entity, including evidence of insurance and surety bonds.
  • Develop and maintain relationships with attaching entities to proactively manage operational relationships.
  • Serve as a subject matter expert regarding pole attachment activities.
  • Initiate contact with other Duke employees to influence the development of standards and processes impacting third-party attachments.
  • Provide training and guidance to field employees on the use of systems and tools for managing third-party attachments.
  • Responsible for attachment transfer notification tools such as NJUNS and for monitoring compliance with timely completion of transfer requests and pole removal.
