About The Position

Tacticians For Innovation (TACFI) Consulting is seeking experienced Joint Training Requirements Specialists (JTRS) to support the National Guard Bureau (NGB) J-37 Joint Doctrine, Training & Force Development Directorate. The JTRS will serve as a Joint Training subject matter expert supporting National Guard Joint Force Headquarters (JFHQs) across the 54 states and territories. This position will provide expertise in joint training planning, readiness assessment, exercise development and execution, training management systems, and Joint Training System (JTS) processes. This is primarily a remote position with recurring travel to National Guard organizations and training events throughout the United States.

Requirements

  • Active Secret security clearance.
  • Demonstrated expertise in Joint Training, military training management, exercise planning, readiness assessment, or closely related Joint Staff functions.
  • Strong working knowledge of the Joint Training System (JTS) and its requirements, planning, execution, and assessment phases.
  • Experience developing or supporting Joint Training Plans (JTPs), JMETLs/J/AMETLs, training objectives, assessments, and readiness products.
  • Familiarity with the CJCSI/CJCSM 3500 series and Joint Training doctrine and processes.
  • Experience with the Joint Event Life Cycle (JELC) and military exercise planning.
  • Knowledge of DRRS and Joint Training management/reporting systems.
  • Ability to develop and deliver professional military training, workshops, briefings, and written products.
  • Ability to operate effectively with senior military and civilian staffs and coordinate across geographically dispersed organizations.
  • Proficiency with Microsoft Office applications, including PowerPoint, Word, and Excel.
  • Ability and willingness to travel throughout CONUS in support of National Guard training events and exercises.
  • Must be fully trained and qualified to perform assigned duties at the start of contract performance.

Nice To Haves

  • Previous experience supporting the National Guard Bureau, Army National Guard, Air National Guard, JFHQ-State, Joint Staff, or a Geographic/Functional Combatant Command.
  • Previous assignment within a J3/J37, joint training, exercises, plans, operations, or readiness organization.
  • Experience serving as a Joint Training Manager, exercise planner, OC/T, or similar training and readiness SME.
  • Hands-on experience with the Joint Training Database of Record, including classified/SIPR-based systems.
  • Experience with Joint Lessons Learned Information System (JLLIS) processes.
  • Experience conducting JFHQ assessments, staff assistance visits, or training support visits.
  • Experience developing or reviewing MSELs and supporting major military exercises.
  • Understanding of National Guard domestic operations and Joint Force Headquarters responsibilities.
  • Experience working directly with commanders and staffs to translate commander training guidance into executable Joint Training Plans.

Responsibilities

  • Advise and assist JFHQ-State/Territory staffs in integrating the Joint Training System (JTS) into training, exercise, planning, execution, and assessment processes.
  • Apply current CJCSI/CJCSM 3500-series joint training guidance.
  • Support all phases of JTS, including requirements, planning, execution, and assessment.
  • Develop and update Joint Training Plans (JTPs), training objectives, Mission Training Assessments (MTAs), and Training Performance Assessments (TPAs).
  • Support development and refinement of Joint Mission Essential Task Lists (JMETLs) and Joint/Agency Mission Essential Task Lists (J/AMETLs).
  • Provide expertise using the Joint Training Database of Record, Defense Readiness Reporting System (DRRS), and related joint training and readiness systems.
  • Support the Joint Event Life Cycle (JELC), including Concept Development Meetings, Initial Planning Meetings, Mid-Planning Meetings, and Final Planning Meetings.
  • Assist with exercise design, scenario development, exercise plans, and Master Scenario Events List (MSEL) development.
  • Serve as an Observer/Controller/Trainer (OC/T) during National Guard exercises and training events when required.
  • Conduct training workshops and provide instruction to National Guard personnel on Joint Training processes and systems.
  • Assess JFHQ training programs, identify gaps, and develop customized training plans to improve Joint Training readiness.
  • Prepare executive summaries, trip reports, observations, briefings, training materials, and other required products.
  • Provide recommendations concerning joint training policy, doctrine, best practices, and lessons learned.
  • Coordinate with NGB, JFHQs, Joint Staff organizations, Service components, and other National Guard stakeholders.
  • Travel to states, territories, and other training locations in support of exercises, workshops, assessments, and planning events.
