About The Position

As a CACI Joint Operations Specialist, you will support the DTRA DA team to assist DTRA’s J3/5/8 Directorate by providing subject matter expertise (SME) in support of DTRA and DoW strategies and equities and incorporate higher level guidance into planning, operations, and exercises. As required, you will compile staff estimates, draft concept of operations (CONOPS), operations orders (OPORDS), and FRAGOS to directorates ensuring understanding and compliance with mission, intent, and policy. Keep abreast of new/revised policies, procedures, regulations, directives, and legislation in order to inform planning efforts, operations, and decision making. Determine the need to develop and issue policy plans and instructions for proper integration and implementation. Plans, organizes schedules, and coordinates studies, projects, and tasking via the agency tasking system. Formulate critical support to Joint Staff and CCDR OPLAN, CONPLAN, and other emergent tasking which involves complex analysis and coordination of capabilities and options/decisions needed for providing that support. Participate in exercise, crisis, and steady-state operational planning teams that deal with high level, strategic guidance that must be synthesized into Support Plans for supported component and combatant commands.

Requirements

  • Current Top Secret/Specialized Compartmented Information Security Clearance.
  • Must be able to work independently with some government oversight and function effectively as part of a team in a joint working environment.
  • Experience and in-depth knowledge of the Military Decision-Making Process (MDMP), to include mission analysis, COA development and CONOP approval briefings.
  • Expertise in the Joint Planning Process (JPP) and writing standardized military orders (OPORDs/FRAGORDs/CONOPS).
  • Proven ability to analyze Joint Staff and CCDR OPLANs/CONPLANs and synthesize high-level intent into actionable capabilities.
  • You must possess the ability to effectively communicate both orally and in writing.
  • Willing to work rotating shifts if needed
  • Bachelor’s degree and seven years of experience or ten years of relevant work experience.

Nice To Haves

  • Operations NCO, Plans and Operations Specialist, or a Headquarters-level Military Orders Development SME.
  • In-depth knowledge or training on the Military Joint Planning Process.
  • Effective experience analyzing Combatant Command CONPLANs and developing Operational Plans for Higher Headquarters.
  • Experience utilizing ETMS2 to create taskers and inform a wider audience.

Responsibilities

  • Serve as a SME providing expert analysis to integrate high-level guidance into component and Combatant Command Support Plans.
  • Author and draft essential taskings including Staff Estimates, CONOPS, OPORDs, and FRAGORDs.
  • Plan, schedule, and track agency tasks utilizing the Electronic Task Management Systems ETMS2.
  • Monitor changing directives, regulations, and legislation to inform planning efforts and decision-making are compliant with policy.
  • Assist in the agency Joint Planning Process through the establishment of Operational Planning Teams and other agency meetings.
  • Research and analyze customer requirements and ensure compliance and alignment to DTRA’s lines of effort and campaign plans.
