About The Position

SimIS, Inc. is seeking contract support for the development of Joint Intelligence, Surveillance, Reconnaissance & Awareness (JISR&A) capability products across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a life cycle approach. To support our customer, SimIS, Inc. seeks a Joint ISR Integration Analyst to support the JISR&A Capabilities Programme Director and Project Coordinators in their programme management efforts, including the interaction with JISR&A stakeholders at all levels, from Tactical to Strategic.

Requirements

Master’s degree in engineering, information systems, aeronautics, operations research, project management, business administration or related disciplines. Bachelor’s degree and 10 years of experience are acceptable.
Ten (10) years of operational experience in multi-source/multi-domain intelligence fusion and integration on a Joint or Strategic level staff, J2/J23 or J5/J25 experience in NATO or National HQ.
5-10 years of Programme/Project Management experience within a complex and dynamic environment, with a focus on military capability development.
5-10 years of experience working in a multinational organization (e.g., a NATO Command, a National military component within NATO Force Structure) and familiarity with NATO agencies’ role in system development.
5-10 years of experience briefing senior leaders/decision makers.

PMP certification is desirable.

Responsibilities

Provide methodological and analytical expertise in support of the development and implementation of the holistic approach toward JISR&A capability development, especially with regard to multi-source/multi-domain intelligence fusion and integration.
Support JISR&A -related projects (e.g. JISR Line of Effort; JISR&A -related Beacon Projects) as required by JISR&A Capabilities Programme Director and the JISR&A Integrator/Architect.
Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
Support the development, analysis and review of JISR&A -related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating to capability development, across the capabilities’ lifecycles.
