About The Position

VOA Northern California & Northern Nevada is seeking a full-time Job Developer for its Subsidized Employment Program (SEP) located in Mather, California. This role is crucial for engaging with local employers to build and maintain relationships that facilitate the hiring of SEP participants while meeting employer business needs. VOA-NCNN is a large provider of social services, dedicated to transforming lives and strengthening communities through compassionate human services.

Requirements

High School diploma/GED required.
Minimum of 3 years' experience working with the business community related to recruiting for employment and/or performing related marketing.
Strong working knowledge of employment referral sources.
Ability to establish relationships and identify new employment resources.
Flexibility to work irregular hours.
Willingness to function as a team member with the ability to make skillful independent decisions.
Proficiency working with computers, including Microsoft Office Suite, Adobe Acrobat, and database systems.
Valid California driver's license.
Reliable transportation.
Ability to meet the organization's insurance carrier guidelines.
Must pass all required background clearances.
CPR/First Aid certification required within 90 days of employment.
Completion and maintenance of all required training and health clearances.
Teamwork skills.
Oral and written communication skills.
Proficient with Microsoft Office 365 & Adobe Acrobat.
Ability to de-escalate crisis situations.
Ability to advocate for special needs clients.
Organizational skills.
Analytical and decision-making ability.
Lift and move up to 50 pounds.
Willing to travel to community locations in personal vehicle as needed with reimbursement.

Responsibilities

Identify businesses for client placement to achieve departmental objectives.
Establish and cultivate relationships with local businesses and community organizations relevant to SEP participants.
Develop mutually beneficial partnerships and secure subsidized employment opportunities.
Attend local networking events, including chamber events, business alliances, and community gatherings.
Collect necessary documentation from businesses, such as W-9s, contracts, job descriptions, and wage information.
Create and maintain a system to support regional growth and industry needs for open positions.
Develop a systematic approach to engage employers in small business communities.
Collaborate with other VOA programs, nonprofits, and workforce programs for hiring events, employer spotlights, and job fairs.
Work with the Program Supervisor on marketing campaigns to promote SEP programs to small businesses.
Verify that businesses have been in operation for at least two years and have a minimum of three employees.
Assist in meeting monthly placement goals.
Manage a database of employers and client referrals.
Present monthly reports on contacts, placements, new businesses, and hiring/networking events.
Attend DHA meetings and orientation/job prospect sessions as needed.
Build relationships with potential clients and business partners through community-based organizations, schools, and community partners.
Create, develop, and implement strategic partnerships with the business community and small business affiliates.
Work with local chambers of commerce, networking groups, SBA, WIC, and SETA to understand needs, trends, and processes for accessing businesses seeking employees.
Strategically implement a process to market small business communities and agencies in the region.
Support community NGOs by assisting with their hiring needs and community partnerships.
Build a database of businesses to expand the SEP footprint in the region.
Collaborate with other VOA job developers to create an employment pipeline for VOA clients.
Engage in self-development, attend staff meetings, and complete required training and certifications (e.g., CPR, First Aid).
Support the DHA Liaison and Retention Specialist to ensure successful placement with businesses and clients.
Create new and innovative ways to meet the needs of participants and small businesses through marketing and networking.
Expand the regional footprint to connect SEP participants with businesses in their local areas.
Support the VOA team in collaborating with business partners to secure new job orders.
Attend all necessary training and collaborative meetings for the development of employment resources.
Attend job developer training, seminars, and community development growth events.
Maintain above-average working knowledge of fire, safety, and health standards to ensure a safe work environment.
Continually learn and enhance technical and interpersonal skills.
