About The Position

The primary purpose of this position is to conduct onsite inspections of jail facilities and operations in an assigned region to ensure compliance with state rules, laws, and building codes. This involves preparing for and scheduling inspections, reviewing documentation, identifying and documenting deficiencies, and analyzing Plans of Correction (POCs). The role also includes providing technical assistance, interpreting legislation and rules, assisting with plan reviews and construction project inspections, and maintaining currency in relevant laws and codes. The Division of Health Service Regulation oversees medical, mental health, and adult care facilities, emergency medical services, and local jails, ensuring the safety and appropriateness of care provided and that medical buildings are constructed only when needed.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Prepares for, plans, and schedules inspections on a weekly basis using an inspection tracking system.
  • Conducts onsite inspections of jail facilities and operations in assigned region to ensure facilities are in compliance with state rules, laws, and building code.
  • Reviews jail documentation for compliance with state rules, laws, and building code.
  • Identifies and documents problems or deficiencies in jail facilities.
  • Reviews inspection findings with jail and responds to questions regarding findings.
  • Conducts research of rules, laws, and North Carolina Building Codes and cites appropriate rule, law or code for a specific deficiency.
  • Analyzes Plans of Correction (POCs) to ensure the deficient practice can be corrected in an acceptable manner and timeframe.
  • For un-acceptable POCs, communicates why POCs are un-acceptable and helps jails submit acceptable POC.
  • Schedules follow-up inspections to ensure that deficiencies have been corrected.
  • Maintains currency in state laws and rules and building code used to regulate jails.
  • Conducts onsite inspections of jail facilities and operations in assigned region to ensure facilities are in compliance with state rules, laws, and building code.
  • Conducts research of rules, laws, and North Carolina Building Codes and cites appropriate rule, law or code for a specific deficiency.
  • Prepares a Statement of Deficiency (SODs) listing the deficient practices found during the inspection in ASPEN according to the Principles of Documentation.
  • Analyzes Plans of Correction (POCs) to ensure the deficient practice can be corrected in an acceptable manner and timeframe.
  • For un-acceptable POCs, communicates why POCs are un-acceptable and helps facilities submit acceptable POC.
  • Schedules follow-up inspections to ensure that deficiencies have been corrected.
  • For physical plant complaints, determines if complaint is valid and composes response letter to inmate in Microsoft Word.
  • Interprets and explains meaning and intent of state legislation and physical plant rules to local sheriffs, county officials, design professionals, and the public.
  • Assists jail officials in planning and determining operational and physical plant needs for meeting minimum standards.
  • Provides consultative assistance to jail officials in problem areas.
  • Conducts training at trade association meetings.
  • Provides technical assistance to Construction’s plan review staff related to jail operations and physical plant.
  • Inspects completed construction projects with plan review staff for compliance with the state jail rules.
  • Tracks deficiencies found during inspections and creates a list of deficiency comments in Microsoft Word.
  • Coordinates their deficiency comments with plan review staff’s comments.
