About The Position

The Senior IT Portfolio Management Division (ITPMD) Project Manager will provide expert-level leadership, direction, and execution in support of USDA OCIO's enterprise IT Portfolio Management, Capital Planning and Investment Control (CPIC), Technology Business Management (TBM), and governance activities and processes. This role supports FITARA compliance, OMB A-11 reporting, and enterprise investment oversight.

Requirements

  • 5+ years of specialized experience performing CPIC and IT Portfolio management.
  • Senior-level expertise in CPIC, IT portfolio management, IT governance, and federal IT budgeting.
  • Demonstrated leadership guiding CIOs, executives, and stakeholders.
  • Experience with FITARA, OMB A-11, TBM, FAR, EVM, SDLC.
  • Strong analytical, communication, and documentation skills.
  • Knowledge of IT governance, SDLC, Agile, EVM, and federal IT acquisition processes.
  • Skill in executive communication, dashboarding, and analytical review.
  • Ability to interpret policy, develop guidance, and lead enterprise governance processes.

  • FAC-P/PM Senior Level or equivalent.
  • Experience modernizing CPIC programs and implementing TBM enterprise-wide.

Responsibilities

  • Lead CPIC and ITPMD processes in alignment with USDA policy, OMB A-11, FITARA, and TBM.
  • Oversee development and review of business cases, Multi-Year Plans, investment documentation, and reporting in AgMAX/PMT.
  • Monitor IT investments across lifecycle phases and support budget formulation and reporting.
  • Develop business cases, AARs, AS/APs, and associated documentation.
  • Mature CPIC, TBM, EVM, dashboarding, and analytics processes.
  • Support TBM taxonomy implementation, cost modeling, IT Tower alignment, and automation, and integration with budget and financial reporting.
  • Prepare governance board materials for IDC submissions and Executive IT Review Boards.
  • Develop and deliver CPIC/ITPMD training materials and documentation.
  • Conduct audits of IT investments, ROI assessments, and performance/risk evaluations.
  • Manage project schedules, risk logs, communications plans, and Agile project documentation.
  • Deliver CPIC/ITPMD training, SOPs, and technical guidance.
  • Works under broad administrative direction with full responsibility for technical leadership and independent decision-making.
